Description This position announcement will be used to fill a full-time, permanent, safety-sensitive Correctional Facility Administrator vacancy with the Anne Arundel County Department of Detention Facilities. The Anne Arundel County Detention Facilities in Annapolis and Glen Burnie serve the citizens of the County by professionally managing safe and secure correctional facilities and offering programs and services to pretrial and convicted individuals which support successful re-entry to the community. The Correctional Facility Administrator position involves highly responsible penological management work in assisting and directing the operations of the County's Correctional Facilities. NATURE AND VARIETY OF WORK This work involves responsibility for duties relating to planning, organizing, and directing the programs and activities of the County's Correctional Facilities to include supervision of mid-level managers and line staff; independent decision making related to daily operations of specific programs and activities; establishing appropriate horizontal and vertical lines of communication; participating in facility related meetings with County, State, and Federal agencies, and Elected Officials. Duties include direct supervision of security and custody programs. Correctional Facility programs and projects are conducted with the Correctional Facility Administrator to minimize breach of security program. Performs functions of Superintendent during the Superintendent's absence. Work is performed under the direction of the Superintendent, and is reviewed through observation, conferences and routine evaluations.Assists in planning, directing, and managing facility operations for the custody, security, and welfare of inmates. Understand and interpret facility policy and procedure to assist staff in the performance of duties and develop revisions to policy and procedure, as necessary. Manage staff in meeting required standards to include the submission and review of required reports. Investigate situations involving staff violations of policy and procedure through interviewing staff, inmates, and private citizens; submitting accurate and complete reports; and conducting and/or participating in disciplinary and/or grievance hearings. Assists in the assignment, training, supervision, and evaluation of subordinate supervisory and line staff. Assists and performs public relations functions, as well as resolves problems through other agencies by conducting and attending meetings and responding to issues through effective written and oral communication. Represent the Superintendent or other County officials at meetings and hearings. Understand and monitor expenditures in accordance with budgetary allocations and making recommendations affecting economy and efficiency. Establish and implement a staff development program that ensures staff is thoroughly trained in and adhere to facility policy and procedures; staff understands and effectively performs their duties; management and supervisory staff effectively resolve problems at the appropriate supervisory level; facility planning occurs at each management and supervisory level; lateral and vertical lines of communication are effectively established and maintained; and efficient task prioritization occurs. Address short and long-term facility needs through the systematic evaluation of problems limiting operational improvement and concepts if implemented, would be expected to increase staff effectiveness and operational efficiency. Safe operation of a motor vehicle during day time and night time hours and in all types of weather for the purpose of attending meetings and hearings. Work requires hours beyond the normal day and being on call 24 hours per day. Performs related work as required. KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of penal practices, methods, techniques, equipment, management, operation, and administration. Ability to learn and apply new penological principles, practices, methods, techniques, equipment, management, operation and administration to existing facility operations. Ability to operate motor vehicles. Ability to read, interpret, and enforce rules, regulations written and/or oral instructions or orders. Ability to establish and maintain effective work relationships with superiors, other employees, public and inmates. Ability to prepare standard reports, non-routine reports and planning documents. Understand and apply safety practices for staff, inmates and visitors. Ability to plan and assist in the planning, directing, and administering Detention Center operations and programs. Ability to assign, train, supervise and evaluate the work of Detention Center staff. Ability to analyze difficult situations, problems and data to ensure sound judgment is used in decision making. Ability to communicate effectively, both verbally and in writing.EDUCATION: Graduation from an accredited four-year college or university with major course work in penology, criminal justice, social science, business management, or a related field

EXPERIENCE: Six (6) or more years of experience in supervision, management, or administration of correctional facility functions

ADDITIONAL REQUIREMENTS: Valid non-commercial Class C motor vehicle operator's license or license issued by another State

*NOTE: Graduation from an accredited four-year college or university with major course work in penology, criminal justice, social science, business management, or a related field may be substituted on a year-for-year basis with up to four (4) or more years of experience in supervision, management, or administration of correctional facility functions for up to ten (10) or more years of experience in supervision, management, or administration of correctional facility functions.

NOTE: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.
Preference will be given to applicants who possess the following:

1) Possess ACA Certification (Certified Correctional Supervisor (CCS), Certified Correctional Manager (CCM), Certified Correctional Executive (CCE)) and/or AJA Certification (Certified Jail Supervisor (CJS), Certified Jail Manager (CJM))

2) Five (5) or more years of experience managing one or more correctional areas such as security, programs, medical services, classification, pretrial and/or intake to include budget recommendations and/or preparation

3) Experience assigning work, training, supervising and evaluating staff

4) Experience planning and/or managing facility improvement projects



NOTE: The selection process includes a comprehensive background investigation and medical evaluation. This is a safety-sensitive position and employees in this position are subject to random Controlled Dangerous Substance (CDS) testing.
