The Sheriff’s Records Specialist is a dynamic opportunity to join the King County Sheriff’s Office (KCSO) Automated Fingerprint Identification System (AFIS) Section. This position provides records services to the Latent Print Units, law enforcement and criminal justice partners. This position performs specialized and complex clerical and technical work, including the coordination of latent fingerprint cases from initiation through final disposition, conducting in-depth research and investigation, records maintenance and distribution, fulfilling non-public disclosure requests in accordance with state and federal laws, and providing quality assurance and control for the unit. Precision and attention to detail are essential in this mission-critical environment.

For information regarding the AFIS Units: Automated Fingerprint Identification System (AFIS) - King County, Washington

This position performs specialized law enforcement and criminal justice records entry, maintenance and support. Duties include but are not limited to:

  • Provide operational support at the latent fingerprint processing lab to establish service requests, manage the intake and return of evidence, coordinate deliveries with law enforcement partners, and facilitate secure access to restricted areas by escorting unauthorized persons in accordance with agency protocols.
  • Receive and process non-public disclosure requests submitted by email or subpoena by attorneys, officers and detectives in compliance with state and federal laws and pertinent court decisions.
  • Establish, maintain, assign and track latent fingerprint cases; accurately retrieve and enter complex information from various law enforcement and criminal justice databases; manage evidence in strict compliance with chain-of-custody protocols; and review examination results in accordance with Latent Unit procedures to prepare and distribute final reports.
  • Maintain case records for physical and/or electronic secure storage in accordance with retention schedules. Will manage files throughout their lifecycle from creation to disposal, ensuring legal compliance, operational efficiency and information accessibility.
  • Maintain records including storage, archiving, and/or destruction as per applicable regulations and policies.
  • Research and investigate multiple criminal justice and law enforcement databases to fulfill service requests from law enforcement agencies, state/federal agencies and attorneys.
  • Develop effective working relationships with each requestor to clarify requests and provide timely and efficient responses. The release of information is based on the type and purpose of the request, and the state laws regarding rules of disclosure.
  • Propose amendments to Standard Operating Procedures (SOP) when necessary. Ensuring tasks are completed consistently, efficiently, and safely every time, thereby reducing errors, maintaining quality, and ensuring compliance with regulations or internal standards.
  • May testify in court by providing sworn testimony, or a formal statement, under oath.

Qualified candidates will possess a minimum of two (2) year’s experience performing administrative duties. Candidates will also need to have:

  • Analytical and problem-solving skills with a high degree of accuracy and attention to detail.
  • Experience in data entry protocols and computer query procedures using a variety of current Microsoft software applications such as Microsoft Office (Excel, Word, Outlook) products.
  • Proven ability to research, process, maintain, and distribute records and information using multiple databases and physical files.
  • Comfort with law enforcement culture, attorneys, and court systems.
  • Ability to work in an environment with chemical and biological odors, and/or where weapons, blood and illegal drugs may be present.
  • Knowledge and skill in maintaining the confidentiality and integrity of sensitive information, providing reliable information in a timely and confidential manner, and refraining from unlawful disclosure of confidential and sensitive data.
  • Proven strong customer service, communication, and interpersonal skills; provide program specific information such as rules, regulations, and policies to customers verbally and in written communications.
  • The proven ability to accurately interpret and execute documented policies, procedures, rules, and instructions.
  • Demonstrated experience successfully working both independently and in team environments.
  • Demonstrated cultural awareness (cultural sensitivity), as being cognizant, observant, and conscious of the similarities and differences among and between cultural groups.
  • Must effectively manage multiple tasks with continual distractions.
  • Demonstrated time management skills; ability to organize and prioritize work and meet conflicting deadlines.
  • Demonstrated experience gathering, manipulating, and using data.
  • Ability to interpret retention schedules, and records management practices.
  • Demonstrated ability to perform and verify basic mathematical calculations.

Highly Desirable Qualifications:

  • Knowledge of records management practices and record retention techniques and principles.
  • Previous experience working with confidential or highly sensitive information and/or offensive documents/case files.
  • Experience in managing both physical and electronic records throughout their lifecycle, ensuring proper classification, secure storage, and timely disposition.
  • Three plus years of administrative support experience.
  • Three plus years of customer service experience.
  • Forensic, law enforcement, court, or legal experience.

Work schedule:
This full-time position is overtime eligible with prior supervisor approval. Typical work hours are 40 hours per week, Monday through Friday; shifts may vary by assignment. Rarely, additional hours may be necessary to respond to workload needs, which may include evenings and weekends.

SPECIAL REQUIREMENTS:

  • Ability to regularly lift and move heavy objects weighing up to 40 lbs.
  • Candidates who successfully meet the selection criteria and testing will be required to complete a comprehensive background investigation, including a polygraph examination.
  • Will need to obtain and maintain WSP ACCESS Level 1 Certification in accordance with agency requirements.
  • May have exposure to hazardous materials or noxious odors, offensive materials, and/or crime scene photographs.
  • A valid Washington State Driver's license at time of hire and a good driving record.
