The Department of Corrections is seeking a highly motivated and qualified individual for the position of Business Manager at Washington State Penitentiary in Walla Walla, Washington, on a full-time, permanent basis.

This recruitment is anticipated to remain open until filled; however, initial candidate screening is to begin July 7, 2025. The Washington State Penitentiary (WSP) is comprised of 4 Close Custody Units, 3 Special Housing Units, 2 Intensive Management Units, 2 Medium Units, 3 Minimum Housing Units and a Hospital. In all, WSP houses approximately 2,500 offenders and employs approximately 1,100 staff.

Duties may include but are not limited to:

  • Consults with appointing authorities, managers, staff, supervisors, and Human Resources regarding complex issues.
  • Exercise discretion and judgment when providing consultation and advice, applying skills, and knowledge to different situations.
  • Ensure compliance through providing accurate interpretation, verbally and in writing, of policies, Revised Code of Washington, Washington Administrative Codes, judicial procedures, regulations, directives, operational memoranda, rules, goods and services contracts and applicable collective bargaining agreement (CBA).
  • Ensure DOC staff receive pay timely and accurately by working collaboratively with the Roster Office, Human Resources, and Headquarters Payroll to properly record time and attendance and process payroll actions.
  • Oversee the effective, accurate and timely management of resident trust and other local fund activity by working collaboratively with the HQ Trust Accounting Manager and LFO/COS Unit staff.
  • Oversee the effective operation of the Warehouse and management of the purchasing operations
  • Establish results-based performance expectations; sets work priorities; and conduct timely, meaningful performance evaluations of staff which includes coordinating, documenting, and reporting performance measures and standards.
  • Maintain internal controls in accordance with OFM requirements to include segregation of duties, safeguarding of assets and required business practices/procedures.
  • Prepare Biennial Budget Allotments. Ensure accuracy of the Salary Projection System. Conduct annual comparison of custody allotments to post audit summary and master roster before finalizing allotments.
  • Participates as a member of the WSP Executive Leadership Team.
  • Participates as a member of the Business Services Management Team

Required Qualifications:

  • 5 years professional accounting experience
    1. Professional experience is defined as Fiscal Analyst 1, or equivalent, work or above.
  • 3 years supervisory or lead worker experience dealing with issues such as coaching, mentoring, training, and corrective action
  • 18 quarter or 12 semester hours educational classes in accounting, auditing, or budgeting which must include Accounting 201, Accounting 202, and Governmental Accounting or their equivalent from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA).
  • Professional level experience providing consultation and direction on most complex issues and questions in the areas of ethics, budgeting, accounting, purchasing, warehousing, interpretation of statutes, rules, and regulations.
  • Working knowledge of Microsoft Word and Excel in order to develop and/or maintain spreadsheets that includes, creating formulas and linking pages or workbooks.
  • Working knowledge of the principles of internal control.
  • Ability to coach and mentor others.
  • Working knowledge of the principles of procurement, delivery of goods, and warehousing.
  • Ability to work in a fast-paced and changing environment.

Desired Qualifications:

  • Bachelor’s degree in Professional Accounting, Business Management, or related field with 18 quarter or 12 semester hours educational classes in accounting, auditing, or budgeting from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA).
  • Working knowledge of governmental accounting and budgeting.
  • Working knowledge of fund accounting, including financial statements, bank reconciliation and budgeting.
  • Extensive working knowledge of Collective Bargaining Agreement articles related to compensation, leave and overtime.
  • Working knowledge of Agency Financial Reporting System (AFRS), Enterprise Reporting (Fastrack) or AFRS Toolbox, MIP- Fund Accounting (ALF), and ATLAS Staff scheduling software.

Telework Details

This position may be eligible for part time telework after initial in-office training is complete. This position will require weekly in office attendance. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
