The Lottery's mission is to maximize the proceeds from Lottery game sales to support the Lottery's beneficiaries for the good of all Coloradans. The Security and Investigations unit within Lottery ensures the integrity of Lottery by enforcing the Colorado Revised Statutes and Lottery Rules as they pertain to Lottery retailers, employees, and vendors, concerning the production and sales of Lottery products, and if violated, may compromise the physical or financial security of the Lottery and/or the public confidence in the Lottery.

We’re hiring a tech savvy individual who is an excellent communicator to be our Criminal Investigator in Lottery! You will ensure the integrity of the Lottery by enforcing the Colorado Revised Statutes and Lottery Rules as they pertain to Lottery retailers, employees, and vendors, concerning the production and sales of Lottery products. Your experience in investigations and enforcement will help the physical and financial security of the Lottery and contribute to the public confidence in the Lottery.  Primary Duties:

  • Plan, initiate and conduct simple to complex investigations of criminal activity pertaining to the industry.
  • Take initial complaints made against licensees, or reports from victims and determining how best to proceed with an investigation into whether or not criminal activity has occurred.
  • Issue summons or makes physical arrests, when needed.
  • Conduct covert operations and/or surveillance to produce evidence for prosecution.
  • Prepare case files and testifies in criminal court, civil hearings, and administrative actions including those before the appropriate authority.
  • Assist Compliance Investigators with comprehensive compliance inspections or re-inspections to ensure appropriate compliance.
  • Conduct pre-employment investigations on applicants seeking employment with the Division.
  • Prepare comprehensive detailed investigative reports for other incidents and complaints not related to criminal investigations.
  • Provides training and delivers presentations to local authorities, industry parties, agencies and the public.

The position will require travel to other Lottery offices in the state of Colorado as well as various retailer locations for integrity compliance operations and security assessments, therefore requires a valid Colorado driver’s license. 

 Position Location: 
This position will report out of one of the following Lottery offices: Grand Junction, Pueblo or Lakewood, CO.  The person in this position must live within 50 miles of the chosen Lottery office location.

MINIMUM QUALIFICATIONS: 

Must meet one of the following or any combination of experience/education to meet the qualifications:

 

OPTION 1:

5 years of experience with professional investigations.

 

OPTION 2:

Associate's degree from an accredited institution in a field of study related to the work assignment.

AND

3  years of experience with professional investigations.

 

OPTION 3:

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

1  year of experience with professional investigations.

Substitutions:

Appropriate experience will substitute for the degree requirement on a year-for-year basis

Necessary Special Requirements:

  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions. 
  • Applicants must also undergo a conflict-of-interest assessment to determine compliance with the provisions of C.R.S. § 44-40-110, and must remain in compliance with C.R.S. § 44-40-110 for the duration of their employment with the Colorado Lottery.
  • Must be willing to work nights, rotating shifts, occasional weekends, and holidays, if needed and be able to go on extended travel.
  • Must be able to qualify and maintain qualification with a firearm.
  • Must be able to certify and maintain certification in arrest control techniques.
  • Must possess and maintain a Colorado driver's license.
  • Applicants must live within 50 miles of any of the physical locations listed on this job announcement (Grand Junction, Pueblo or Lakewood).

  • All Criminal Investigators employed by the Department of Revenue must be currently POST certified in Colorado

Preferred Qualifications:

Preferred applicants will possess more than the required minimum experience:

  • Professional theft, burglary and/or cyber security investigative experience.
  • Prior experience working in the Lottery industry.
  • State experience as a criminal investigator.
  • Active policing in the community equivalent to police patrol officer, sheriff deputy, state trooper/police.
  • Demonstrated communication, customer service, and interpersonal skills.
  • Ability to work independently and accept supervision.
  • Demonstrated ability to organize and track workload.
  • Currently or recently employed as a detective or criminal investigator, and possess patrol/police officer experience.
  • Current P.O.S.T. Firearms instructor and/or PPCT instructor.
  • Established computer skills and ability to learn and master new software quickly
  • Experience with Google Suite
