About the this unit:
The Safety Department exists to maintain the safety and security of the CMHHIFL campus. Duties of the Safety Department include maintaining a safe environment for patients, personnel, and visitors, providing assistance to the clinical staff in the various types of patient treatment programs, assisting with the management of aggressive/assaultive individuals, and monitoring and evaluating the impact of applicable laws and regulations. The Safety Department staff follows accepted practices including policies and procedures. The department supports patient care and the safety of buildings, grounds, equipment, occupants, and internal physical systems. This work unit reports and resolves situations that pose a threat to life, health, or property.

Job Assignment / Purpose of Position:

This position exists to ensure a safe work environment through application of and adherence to CMHHIFL/CDHS policies, Joint Commission Standards, Life Safety Codes, and Colorado Revised Statutes. The position responds to crisis situations (i.e physical or verbal assaults against persons or property, suicidal behavior) following hospital policies and procedures, assists nursing and clinical staff to ensure a safe and therapeutic environment. This position assists with environmental safety checks and on unit/campus transports to treatment programming and meals.

Job Duties:
Safety/Security
  • This position ensures that the Clinical Safety Officer (CSO) work involves providing safety and supervision of adjudicated and/or pre-adjudicated patients in a locked/unlocked setting.
  • Supervises for safety of appropriate staff location, mobility and continual observation of patients.
  • Support the CSOs in providing immediate intervention in crisis situations, to include responding to and assisting in verbally threatening or physically violent patients; providing approved verbal, deescalating, and physical interventions, monitoring for elopement and maintaining contact and working with unit staff.
  • Exercise sound judgment and emotional control when evaluating possible risk, taking into consideration the physical and mental well-being of all patients and staff.
    Participate in defusing and debriefing all incidents.
  • Actively use effective communication skills, verbal defense and intervention (VDI) skills and Crisis Prevention Institute (CPI) skills when interacting with patients and staff
    in a positive and respectful manner.
  • Ensure CSOs are monitoring movement of patients in the unit or throughout the building.
    Provide CSO coverage to assist with escort and transport of patients to internal activities or appointments
    (e.g., Admissions, medical appointments, court, CMHHIFL, etc.) and external appointments if needed and
    approved by the Director of Safety and/or Chief of Support Services.
    Supervise Clinical Safety Officers when conducting unit and room searches to include property and areas according to schedule or as needed.
  • Ensure staff check windows, doors, all aspects of locking mechanisms on unit and treatment areas to minimize escape risk and harm to patients and staff.
  • Ensure CSO’s staff performs monthly safety inspections of clinical units as assigned.
  • Identify safety violations and safety hazards and work with the treatment team to take necessary actions to correct the problem.
  • Complete safety searches and inspections as scheduled. Performs required EOC duties as assigned, specific to Life Safety, Safety and Security checks and Risk assessments as required; provision of reports on an as-needed or required frequency basis.
  • Report findings to EOC and Chief of Support Services.
Patrol and Observation/Rounding:
  • Provide hospital security and enforcement by patrol and observation designed to detect, prevent and control security incidents at CMHHIFL.
  • Documents reports of criminal activity. Provide traffic surveillance and parking control.
  • Maintain hospital safety via routine physical checks.
  • Perform monthly or as required safety inspections of clinical units.
  • Identify security violations and safety hazards and take necessary actions to correct the problem (i.e. initiation of work orders, contact DFM personnel, reporting to appropriate person, etc.)
  • Perform monthly fire drills and evaluate staff to insure efficient training.
  • Actively participate in Environment of Care (EOC) assignments and communication to ensure broad knowledge of any safety related topics or ongoing needs within the facility.
  • Supervise and inform CSOs on any safety concerns to ensure that extra rounding and safety presence is performed when needed.
  • Communicate and confirm patrol observations through use of email, daily safety blotter, and regular scheduled meetings with CSOs.
Supervision:
  • This position is responsible for the direction, supervision and management of all safety staff of the assigned
    units while working in conjunction with the appointing authority.
  • Authorize leave (vacation, holiday, and training).
  • Review training records of subordinate staff, recommend and approve training.
  • Evaluate job performance and complete PMP (Plan, Review, and Evaluation).
  • Provide guidance, direction and motivation to employees to achieve maximum performance levels.
  • Mentor and coach staff in the development of safety professionals.
  • Review and approve timesheets.
  • Submit requests for overtime authorization.
  • Ensure employees are consistently in compliance with CDHS, CMHHIFL and Department policies, rules, laws and the Fair Labor
    Standards Act.
  • Monitor staff performance for compliance with standards, administrative regulation, implementation and adjustment policies and knowledge of the facility emergency plan. Initiate performance documentation to recognize and/or correct staff performance.
  • Determines actions concerning disciplinary actions.
  • Ensures sufficient coverage on each shift is available for assignment by scheduling and rearranging schedules to meet the minimum requirement to maintain business needs. Communicates scheduled assignments and changes to the Director of Safety and/or Chief of Support Services..
  • Interview applicants and recommend selections for hire, promotion, and/or transfer.
  • Ensure all interactions with staff and patients are professional, clear, consistent, and transparent to establish and maintain the level and quality of communication, fostering support of facility goals and objectives.
  • Responsible for subordinate staff who perform Safety Specialist duties within a multi-disciplinary hospital setting.
  • Staff members are notified promptly of changes to processes, policies and procedures through communication methods to include Cornerstone Rosters, meetings, email and individual contact.
  • Individual supervision sessions are conducted regularly with subordinate staff.
  • Communication is conducted regularly with other disciplines, department leadership regarding directives and disseminates information as appropriate.
  • Interpretation of other leadership communications is received to understand changes that may or may not directly impact the nursing
    department.
Police/Liaisons/Duty to Warn
  • Communicates with the Colorado Bureau of Investigation concerning criminal records and missing patient reports, and communicates with other police agencies, acting as liaison between Fort Logan and police and sheriff departments around the metro area, the State, and the Nation.
  • Ensures communication to the Director of Safety and/or Chief of Support Services on any and all actions personally taken as well as those of subordinates.
Organizational Accountability:
  • Through all communications and behaviors, the position demonstrates, supports and contributes to a healthy, positive and respectful cultural climate throughout the facility. This supervisor ensures staff members are doing the same.
  • Communicates with internal/external customers, residents, subordinate staff and co-workers in a professional manner, ensuring to communicate with respect and dignity. Adhere to the CDHS Code of Conduct and all CMHHIFL and nursing policies and procedures.
  • Be aware of and adhere to prevailing legal standards, CDHS Policy and implementing procedures.
  • Adhere to CDHS, CMHHIFL Procedures regarding work schedule, timekeeping and leave practices.
  • Performs continuous supervision of clinical safety and security of the units and completes all duties assigned.
Training:
  • Attend and actively participate in all assigned training and successfully complete any/all testing or other requirements for such training.
  • Ensures all subordinate staff are updated on training needs and that competencies are demonstrated and signed off on where appropriate. Schedule training for staff as required to enhance or remediate skills.
  • Meet and keep current on all mandatory training pursuant to prevailing CDHS/CMHHIFL Policy.
    Participate in pre-planned exercises as required.

Minimum Qualifications

  • High school diploma or General Education Diploma (GED)
  • Three (3) years of professional experience in an occupational field related to the work assigned to the position
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
College education in a behavioral health and/or justice related field.
Experience working with adjudicated and/or detained within a secure residential facility and/or a behavioral health setting;.
Experience utilizing verbal de-escalation and motivational techniques.
Experience in motivating and managing staff

  • Must take and pass a Tuberculosis (TB) test
  • Shall not initiate or engage in sexual, social, personal or financial relationships with patients either during or any time after hospitalization, even if the patient requests or initiates such a relationship. All relationships with current or former patients must be disclosed on your application;
  • Successfully pass all modules of the CMHHIFL New Employee Orientation core curriculum to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;
    · Possess the physical ability to successfully complete CPI and CPR;
    · Lift arms above head and kick as high as own waist;
    · Stabilize another person to accomplish a controlled take down;
    · Withstand impact on own body using an ASP shield;
    · Rotate body 90 degrees with feet planted for using a defensive tactic;
    · Kneel on one or both knees and stand up again with multiple repetitions;
    · Must be able to see and hear in order to observe, address and respond to potential breaches in safety;
    · Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
    · Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
    · Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
    · Ability to read and comprehend the English language; effectively and fluently communicates in English, both verbally and in writing;
  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
