Description

This is an administrative position involving the processing of new and renewal license applications and the coordination of the One-Stop Licensing Program.

Work involves the coordination of the license review process with other agencies as well as the review of applications for new and renewal licenses. Work is performed in accordance with established procedures and includes the review, validation and processing of licenses in compliance with departmental policies and procedures.

Supervision is received from a unit supervisor or a higher level official who assigns work and furnishes instructions on changes in policies and procedures.

DUTIES (NOT ALL INCLUSIVE):
  • Reviews applications submitted under the One-Stop Licensing Program.
  • Monitors reviewing agencies for compliance with established policies and procedures. Coordinates and transmits license review forms to various reviewing agencies.
  • Keeps a daily record of original applications submitted through the One-Stop Licensing Program.
  • Enters data for both new and renewal applications in the computer.
  • Types letters, forms, labels, etc.
  • Prepares and issues new and renewal licenses.
  • Reviews license application received by mail for compliance with established procedures. Assists the public in the preparation of applications for business licenses.
  • Answers correspondences and telephone calls regarding information on licensing.
  • Coordinates the Department's licensing activities with Department of Labor, Lieutenant Governor's Office, and other reviewing agencies.
  • Performs special assignments which requires intimate knowledge of the programs and procedures of most, if not all the work produced by this section.
  • Prepares monthly reports and other reports as required. Serves as an assistant collector in the absence of the cashier. Files licenses and other records of the department.
  • Performs other work as required.

High School Diploma or its equivalent supplemented by at least two (2) years of responsible experience involving typing and/or computer operations.

FACTOR-1- KNOWLEDGE REQUIRED BY THE POSITION:
  • Knowledge of computers and its application to the licensing process.
  • Knowledge of the Virgin Islands Code and applicable rules and regulations as they pertain to the licensing of businesses.
  • Ability to use word processing programs.
  • Ability to interpret and explain laws, rules and regulations, procedures and policies with regards to the licensing process.
  • Ability to establish and maintain an effective working relationship with the public and all persons during the course of work.
  • Ability to speak and write clearly and concisely.
  • Ability to give presentations before civic groups or other organizations.
  • Ability to prepare reports and statistical information for presentations.
FACTOR-2- SUPERVISORY CONTROL:
The employee in this position works under the supervision of a higher level officer, who distributes assignments and furnishes instruction on changes in policies and procedures. The incumbent is expected to perform with some degree of independence and should be able to use his/her initiative in getting work completed.
FACTOR-3- GUIDELINES:
Guidelines used are general standards as they relate to licensing and consumer program.
FACTOR-4- COMPLEXITY:
Work is generally repetitive, which requires typing, keeping records, monitoring records, maintaining files, assisting the general public, reviewing documents for compliance and preparing monthly reports on all the above.
FACTOR-5- SCOPE AND EFFECT:
The purpose of this work is to provide the general public with the assistant they may require relative to licensing. It also entail monitoring and reviewing documents for licensing and license renewal.
FACTOR-6- PERSONAL CONTACTS:
Contacts are made with co-workers, the general public and various public and private organizations.
FACTOR-7- PURPOSE OF CONTACTS:
Contacts are made to gather information, exchange information, and to ensure the effective operation of the licensing programs.
FACTOR-8- PHYSICAL DEMANDS:
Work is primarily sedentary; however, some physical exertion may be required when searching for old records.
FACTOR-9- WORK ENVIRONMENT:
Work is performed in an office setting.
