This position serves Richland County with Statewide Operations.
The employee in this position will serve as an instructor for SCHP law enforcement officers at all levels to include: Patrol School, In-Service, and Advanced Training.
Law Enforcement Instructor - Instruct classes for Patrol School, In-Service, and other specialized advanced training. Complete required instructor certification programs and instructor recertification. Participate in continued educational opportunities to aid with instructor and professional development. Assists other divisions of DPS, the CJA, and other LE agencies with instruction needs. Employee will gain and maintain the following instructor certifications: Basic Instructor Development, Defensive Tactics, Firearms, Driving, Taser, DUI/SFST, and SMD. Employee will gain and maintain other instructor certifications as assigned.
Supervision of Training Environment - Provide proper mentoring, counseling, discipline, and guidance to Highway Patrol Trainees during Basic Highway Patrol training and SCDPS personnel during advanced training. The employee will assist the Training Unit supervision in managing the training environment to ensure a positive environment conducive to learning. The employee will deliver instruction in a manner consistent with current policies, procedures, and legal guidance.
Lesson Plan Development - Assist in creating, updating, or rewriting Lesson Plans for the Patrol Training Unit.
Research and Administration - Assist with researching of new trends and innovative training programs.
Enforcement - Employee will investigate traffic collisions, enforce motor vehicle laws and assist disabled motorists as needed. The employee will assist in other duties as a uniformed traffic officer at specialized assignments as directed. Perform law enforcement functions as needed for civil defense, emergency preparedness, and public protection.
Agency Requirements: Must have at least a high school diploma as well as the following additional requirements:
TIME IN GRADE – Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal by the posted closing date of vacancy or currently hold the rank of SCHP Master Trooper.
PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two years of the posted closing date of the vacancy.
PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.
DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a “Warning Notice of Substandard Performance” during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.
PROBATIONARY PERIOD – Any individual serving a one (1) year probationary period shall be ineligible to participate in the promotion process.
RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment. Section IV. D. 3. Law Enforcement personnel assigned to SCDPS Headquarters (Training) shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV. C. Troop/Unit/Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
Must possess the following instructor certifications or obtain these certifications within a prescribed time frame: Basic Instructor Development, Defensive Tactics, Firearms, Driving, Taser, DUI/SFST, and SMD. The employee should have the ability to deal firmly but courteously with the general public and have the ability to react quickly and calmly in emergency situations. These abilities include but are not limited to talking, walking, sitting, hearing, reading, running, lifting, driving, and firing a weapon.
Employee will report directly to an SCHP Training Unit Sergeant and shall be provided with minimum supervision to carry out tasks utilizing his/her own discretion, but does have higher level supervisor to consult when needed.
Required to stay overnight at SCCJA when serving as Staff Duty Officer. Must be able to participate in and lead the basic students in physical fitness training. Overnight travel may be required on special assignments and/or response to critical incidents.
