Description

Hennepin County’s Transportation Operation department is seeking a Supervising Engineering Technician to join the Asset Management division. This position will lead a team collecting data on asset conditions; and performing Geographic Information Systems (GIS) mapping, data analysis, and database management for the Program Management team.

Location and hours:
This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN and remote as job duties require. Work hours will be Monday through Friday with a flexible schedule during the business hours. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.  

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Supervise asset condition inspections, including data collection efforts for pavement, culverts, guardrail, etc. post process data, ensure accuracy of data Quality Assurance/Quality Control (QA/QC) and provide metrics and reports for utilization of the data for programming asset maintenance. This data is currently housed in Asset management software. 
  • Leverage GIS integration with other applications/systems and support spatially enabled decision making as applicable for project programming. 
  • Supervise all GIS mapping for both interactive and static maps utilizing the data in the management software and web-based maps and dashboards and maintain any databases to support the GIS platform.
  • Advance division capabilities for data analytics whether it be through the ICON platform or other methods to enhance planning, data management and analysis to create efficiencies within the department. Support efforts to link data with budgeting scenarios based on projected deterioration models.
  • Support the division’s efforts to annually report metrics for monitoring system performance through webmaps and dashboards. 
  • Serve as Program Management Subject Matter Expert (SME) on spatial and asset condition data related to Transportation Operations projects. 
  • Supervise, direct, train, and check the work of assigned staff.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.


Need to have:

  • One of the following:
    • Nine years or more of experience in technical non-professional highway, land survey, geographic information systems application, construction inspection or related engineering work, two of which must have been as a lead worker providing work direction to other technicians.  
    • Bachelor's degree or higher in geographic information systems, civil engineering, environmental engineering, or closely related field andfive years or more of complex experience in GIS (map creation, general computer usage, GIS analysis, and database manipulation); or programming/development of environments with ESRI products; or analyst experience manipulating data, integrating data formats, and organizing data using database products. 
    • Associate degree in civil engineering, environmental engineering, water resources management, construction inspection,or closely related field and seven years or more of complex experience in GIS (map creation, general computer usage, GIS analysis, and database manipulation); or programming/development of environments with ESRI products; or analyst experience manipulating data, integrating data formats, and organizing data using database products. 
  • GISP Certification or LSIT (Licensed Surveyor in Training) may be substituted for 5 years of experience. Current Certified Survey Technician (CST) Level 4 OR Licensed Land Surveyor (LS) may count for 8 years' experience.
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.


Nice to have:

  • Experience: 
    • Directing a work team and coordinating work with other internal department divisions; working with outside agencies and consultants.
    • In asset management software such as ICON, ATOM, Cartegraph, etc. 
  • Ability to:
    • Maintain effective relationships with local government representatives, contractors, consultants, residents, and coworkers.
    • Schedule, prioritize, and balance several tasks/projects.
    • Work with a team and direct work with minimal direction.
    • Utilize computer software, such as Microsoft Office Suite.
  • Knowledge of:
    • The fundamentals of civil engineering; engineering construction materials, equipment, and practices.
    • Hennepin County roads and bridges operational structure.
    • Diversity and inclusion strategies with a focus on disparities reduction.
