Job Title: Chief of Police

Department: Police Department

Pay: $120,000 – $135,000 DOE

Summary

The Chief of Police oversees the administration, planning, and management of all police department operations, ensuring public safety and the effective enforcement of laws within the City. This role requires a strong focus on community policing, strategic leadership, and adherence to legal and procedural standards, with a high emphasis on transparency both internally among staff and externally with the public.  The position is appointed by the Mayor and Confirmed by the City Council.  The work is performed under the direct supervision of the City Administrator.

Duties and Responsibilities

  1. Leadership and Strategy
    • Develop and implement departmental goals, policies, and procedures with a commitment to transparency in decision-making processes.
    • Lead strategic planning efforts aligned with the city’s vision and goals while ensuring clear communication with department staff on objectives and challenges.
    • Oversee all personnel functions including recruitment, training, and management while fostering a culture of excellence and accountability through open dialogue and transparency.
  2. Community Engagement
    • Build and maintain strong relationships with community leaders, organizations, and other law enforcement entities.
    • Promote community-oriented policing by actively engaging in transparent communication with citizens and maintaining public trust through visible problem-solving initiatives.
    • Direct and participate in public relations efforts to improve the department’s image and effectiveness, ensuring openness in interactions and reporting.
  3. Operational Management
    • Plan, direct, and coordinate department operations, ensuring compliance with federal, state, and local laws.
    • Manage departmental budgets, resources, and technology transparently to improve operational efficiency.
    • Oversee internal affairs and ensure ethical standards are upheld, emphasizing openness in procedures and outcomes.
  4. Legal and Procedural Knowledge
    • Maintain comprehensive knowledge of criminal, civil, and labor laws affecting police work.
    • Develop policies for contemporary policing practices in alignment with modern legal frameworks and communicate these policies transparently to staff and the public.

Qualifications

  • Education:
    • Bachelor’s degree in criminal justice, public administration, or a related field;
    • and/or
    • FBI National Command Course (NCC)
  • Experience:
    • Minimum of 10 years of progressive law enforcement experience with at least 5 years at a command or managerial level, i.e. Lieutenant or above, GS-11 or above
    • Proven experience in strategic planning, community engagement, and public safety leadership.
    • Completion of advanced law enforcement leadership programs is highly desirable.
  • Certification: Must hold or be able to obtain Advanced and/or Management Idaho Peace Officer Standards and Training (POST) certification within 12 months of employment.
