Description POSITION SUMMARY:

An employee in this position supervises all Detention Officers to keep the Harnett County Detention Center safe and secure for the Office of the Sheriff. This includes: making work assignments for inmate intake, detention, and care; appointing trustees; sorting mail; ensuring adherence to policies and procedures; observing inmates; maintaining records; participating in the planning and budget process; maintaining supply levels; developing equipment and supply specifications; and providing input into policies.ESSENTIAL FUNCTIONS OF THE POSITION:

  • Serves as officer in charge of operations at the detention center in the absence of the Captain.
  • Assigns officers to shifts and makes frequent inspections.
  • Assists in planning officers’ work schedules.
  • Instructs officers in their duties.
  • Provides clarification on policies and procedures.
  • Oversees the intake process, searches inmate; completes forms; photographs; fingerprints; secures personal property; and assigns to cell.
  • Conducts searches of quarters and detention center for contraband.
  • Conducts check probes; logs, and program buttons.
  • Conducts daily walk-through past jail cells and pods.
  • Pulls inmates for attorney visits.
  • Pulls inmates and transports to/from court.
  • Maintains records of Inmate County and cell.
  • Oversees security and activities of inmates; supervises meals and facility cleaning; distributes personal property; monitors inmates’ medical status; and takes action when illness or injury occurs.
  • Provides non-confidential inmate information to the public, attorneys, and bond personnel.
  • Maintains files on inmates; searches incoming property; and verifies visitor acceptance by inmate.
  • Deals with inmates.
  • Deals with Detention Officers; conducts performance evaluations.
  • Schedules training for Detention Officers.
  • Conducts DNA testing on inmates being released.
  • Supervises the release of inmates on bond due to court order or time served; ensures release paperwork is complete; and returns personal property.
  • Conducted inmate grievance hearings as required by federal laws.
  • Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or equivalent;
  • Five (5) years of work experience as a Detention Officer;
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina driver's license.
  • Completion of the minimum requirements of Detention Officer Certification Training Standard established by the State of North Carolina for Detention Officers.
KNOWLEDGE, SKILLS, and ABILITIES:

  • Knowledge of office equipment and procedures.
  • Knowledge of inmate intake and release procedures.
  • Knowledge of supervisory principles and methods....
  • Knowledge of law enforcement techniques and methods.
  • Knowledge of laws, regulations, policies, and procedures related to detention facilities and care of inmates.
  • Skill in using a computer.
  • Ability to follow guidelines and instructions.
  • Ability to oversee and evaluate the work of others.
  • Ability to deal with crisis situations.
  • Ability to follow policies and procedures.
PHYSICAL DEMANDS:

Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of discriminating among sounds, lifting, speaking, standing, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to make observations and complete paper work.

WORK ENVIRONMENT:

The employee is subject to hazards associated with custody work and works inside with exposure to hazards such as noise, close quarters, and a variety of physical conditions. The employee may be exposed to human body fluids and thus subject to OSHA requirements on blood borne pathogens.
