Description Performs highly complex (senior level) criminal intelligence research and analysis work. Work involves coordinating complex data analysis, report writing, and identification of patterns of criminal activity to include money laundering, drug and human trafficking and other organized criminal activity. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

(35%) Coordinates complex research and strategic crime analysis used to identify and evaluate patterns and trends using probability studies and complex statistical analysis, develops and tests hypotheses, develops victim and suspect profiles, and forecasts criminal activity related to the alcoholic beverage industry.
•Coordinates major case investigations to ensure accountability, quality control, and timely completion of projects and cases.
• Researches, analyzes, evaluates, and correlates criminal intelligence information to determine source reliability, accuracy, and integrity; to develop investigative leads and links; and to distinguish patterns and trends.

(30%) Processes intelligence information using a variety of analytical tools and integrates data to produce intelligence studies, special reports, correspondence, briefings, informational papers, threat assessments, threat warnings, link analysis, and forecasts.
•Organizes and maintains sensitive, non-sensitive, and open source case data and files into a logical, concise, and understandable order for retrieval if further analysis is needed. Ensures the intelligence records are up to date in the databases.

(20%) Collects and compiles criminal intelligence information and statistics to generate intelligence data for support in investigations through personal contact; reading; and documentation of various intelligence, analytical, and administrative information.

(5%) Creates, prepares, reviews, and presents detailed reports, intelligence documents, presentations, and briefings on criminal intelligence analysis to disseminate to agency personnel, prosecutors, and other law enforcement agencies.

(5%) Participates in multi-agency task force investigations, work groups, or committees to assists by contributing intelligence analysis and concepts.

(5%) Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with major coursework in criminal justice, homeland security, security studies, or intelligence. Experience and education may be substituted for one another. Proof of education must be uploaded to your application for consideration, or it will be denied.
AND
•Six (6) years of full-time work experience in intelligence analysis.

•Experience partnering with state and federal entities for analysis and tracking of organized crime including money laundering, drug and human trafficking is preferred.





KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of intelligence gathering; of organized crime (i.e. money laundering, drug and human trafficking and other organized criminal activity); of intelligence and crime analysis processes, methodologies, of law enforcement operations, procedures, and regulations; of report writing and presentation; and of political, military, economic, security or cultural affairs.

Expert knowledge of federal, state and local law enforcement agency and interagency capabilities, investigative methodologies and authorities, as well as open source, cyber and social media exploitation methodologies.

Skill in oral and written communication, and in the use of a computer and applicable software, intelligence tools and applications such as Pen link, I2 Analysts Notebook and ArcGIS or equivalents.

Ability to provide clear and concise written intelligence reports; to use charts, graphs, and geospatial mapping to provide information on criminal subjects and organizations, communications networks and patterns, crime series, patterns, and trends; to analyze suspect and victim profiles; to conduct tactical crime analyses; to prepare tactical action plans; to set priorities, goals, and deadlines; to communicate effectively.




REGISTRATION, CERTIFICATION OR LICENSURE:
Possess a valid Texas Driver license and clear driving record. Applicant must be able to pass a complete and thorough background check.
A valid Texas TCOLE license is preferred.




PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position functions in a standard office environment. Must be able to move around the office to access file cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.

The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009 are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
