JOB SUMMARY: The PREA Coordinator is a highly specialized and critical position responsible for the comprehensive compliance program of the Prison Rape Elimination Act (PREA) and its associated National Standards (28 CFR Part 115) at one of our Agency’s detention facilities. This role is central to ensuring a zero-tolerance environment for sexual abuse and sexual harassment within the facility, encompassing prevention, detection, response, investigation, and tracking of all alleged incidents. The PREA Coordinator serves as an expert and point of contact for all PREA-related matters.
QUALIFICATIONS
Education: Bachelor's Degree in Criminal Justice, Public Administration, Social Work, Behavioral Science, Psychology, or a related field required. Master's Degree preferred.
Experience: Two or more years of experience in social services program oversight, coordination and/or administration, or working with clients in a social service organization, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Certifications/Licenses: - Completion of DOJ-certified PREA Auditor training, or demonstrable equivalent specialized training in PREA standards and compliance, is highly desirable and may be required within a specified timeframe after hire.
- Valid Driver's License.
Knowledge, Skills, and Abilities (KSAs): - Comprehensive Knowledge of: The Prison Rape Elimination Act (PREA) of 2003 and all applicable National Standards (28 CFR Part 115). Best practices in sexual abuse prevention, detection, and response in confinement settings. Investigative techniques for sexual assault cases. Relevant state and federal laws related to criminal justice and civil rights.
- Skills in: Exceptional written and verbal communication, including public speaking and report writing. Strong analytical and problem-solving skills, with the ability to interpret complex regulations and apply them to operational practices. Demonstrated leadership, project management, and organizational skills. Proficiency in data analysis and utilization of relevant software (e.g., spreadsheets, databases, incident reporting systems).
- Abilities to: Maintain strict confidentiality and handle sensitive information with discretion. Build and maintain effective working relationships with diverse groups, including staff, inmates, external agencies, and victim advocates. Influence and lead change initiatives within a complex institutional environment. Work independently with a high degree of initiative and judgment.
- Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
KEY RESPONSIBILITIES and DUTIES
Policy Implementation:
- Ensure full compliance with PREA National Standards, including the zero-tolerance policy, reporting mechanisms, victim services, training, investigations, and data collection.
- Collaborates with legal counsel, detention command staff, and other relevant departments to integrate PREA standards into all aspects of facility operations.
- Ensures policies address all PREA requirements for facility types (e.g., adult jails, juvenile facilities) as applicable.
Training & Education:
- Develops, coordinates, and ensures the delivery of PREA training programs for all staff (sworn, civilian, medical, mental health, administrative, contractors, volunteers, interns) upon hire and annually thereafter.
- Oversees inmate/detainee orientation and ongoing education regarding their right to be free from sexual abuse/harassment, reporting methods, and protection from retaliation.
- Stays current with PREA regulations and best practices to ensure training content is up-to-date and effective.
Incident Response & Coordination:
- Coordinates the Agency's response to all inmate allegations of sexual abuse and sexual harassment, working with staff first responders, medical and mental health practitioners, investigators (internal and external law enforcement), victim advocates, and prosecutors.
- Ensures immediate victim safety, proper evidence preservation, and appropriate medical and mental health care for victims.
- Monitors the investigative process to ensure all allegations are promptly, thoroughly, and objectively investigated in accordance with PREA standards and agency policy.
Data Collection, Analysis & Reporting:
- Maintains a robust system for collecting, tracking, and aggregating data on all inmate allegations of sexual abuse and sexual harassment, regardless of substantiation.
- Conducts annual statistical review and analysis of collected data to identify trends, problem areas, and assess the effectiveness of prevention and response efforts.
- Provides regular reports and recommendations to agency leadership regarding PREA compliance status, identified trends, and corrective actions.
- Prepares and submits required annual reports.
- Represents department in meetings, hearings, and presentations and serves on committees as required.
Audit Management & Compliance Monitoring:
- Prepares the facility for mandatory PREA audits.
- Develop and implement corrective action plans in response to audit findings and recommendations.
- Conducts regular internal self-assessments, site visits, and operational observations to monitor ongoing compliance with PREA standards.
- Maintains comprehensive documentation of all PREA-related activities, policies, training, incidents, investigations, and corrective actions.
External Liaison & Resources:
- Maintains working relationships with victim service providers, law enforcement, prosecutors, medical facilities, and mental health professionals to ensure access to appropriate services for victims.
- Serves as the primary point of contact for inquiries regarding PREA at the assigned facility.
Risk Assessment & Vulnerability Reduction:
- Works with classification and operations staff to ensure vulnerability assessments are conducted during intake and throughout confinement to identify inmates at risk of being victims or perpetrators.
- Makes recommendations for housing, programming, and operational adjustments to reduce the risk of sexual abuse.
Additional Functions:
Performs other related duties as required.

- Work is primarily performed in an office environment within a detention facility, with frequent travel throughout the facility for monitoring, training, and incident response.
- Requires the ability to sit, stand, walk, and occasionally lift or move up to 25 pounds.
- May require working occasional irregular hours, including nights or weekends, to respond to incidents or manage audits.
