Location: Chehalis, WA

Salary: $93,696 - $117,120 Yearly. The salary does not include an on-site 24/7 facility 5% premium.

The Opportunity:
As a vital member of the statewide education team, the incumbent is responsible for improving educational outcomes and promoting career development for youth and young adults at Green Hill. This position provides leadership, consultation, and support to the facility's education team, collaborating with facility leadership, education providers, and various stakeholders to ensure student success and equitable opportunities.

Some of what you will do:

  • Develop and implement policies and procedures that integrate Multi-Tiered Systems of Support and restorative practices into the educational and residential framework.
  • Ensure policies and procedures align with state and federal laws, including the requirements set forth in HB 1295, while prioritizing educational stability, post-secondary education, apprenticeships, career development, and job readiness.
  • Collaborate with state and regional education agencies, as well as JR Community Programs and Regional Offices, to establish consistent practices, standards, and support systems across facilities and ensure smooth transitions for youth.
  • Incorporate restorative practices into policies and procedures to create a safe and inclusive learning environment that promotes positive relationships, conflict resolution, and accountability.
  • Provide guidance and training to staff on the implementation of Multi-Tiered Systems of Support and restorative practices, ensuring they have the necessary tools and knowledge to effectively support youth in their educational journeys.
  • Monitor and assess the effectiveness of the policies and procedures related to Multi-Tiered Systems of Support and restorative practices, making adjustments as needed to enhance educational outcomes and promote the well-being of youth.
  • Provide leadership, consultation, and support to the education team including teachers, administrators, counselors, and support staff.
  • Develop and implement programs that support post-secondary education opportunities for justice-involved youth.
  • Lead, design, and oversee career development programs that prepare youth for successful reentry into the workforce.
  • Establish partnerships with relevant agencies, organizations, and employers to enhance educational and career opportunities for youth.
  • Develop and implement strategies to actively engage youth in decision-making processes related to education, program development, and facility policies.
  • Monitor the effectiveness of educational programs, post-secondary opportunities, apprenticeships, and career development initiatives.

Required qualifications:
Seven years of professional and administrative experience in an education or social service organization with increasing levels of responsibility in organizational development programs.

OR

A Bachelor’s degree in education, psychology, sociology, social work, social sciences, public or business administration, public policy, organizational leadership (or in an allied field will substitute for one of the required years of experience) AND 5 years of professional and administrative experience in an education or social service organization with increasing levels of responsibility in organizational development programs.

OR

Master’s degree from accredited institution or higher education in education leadership, psychology, sociology, social work, social sciences, public or business administration, public policy, organizational leadership or closely related field AND 3 years of professional and administrative experience in an education or social service organization with increasing levels of responsibility in organizational development programs.

This position also requires:

  • Knowledge of:
    • Child welfare, juvenile justice, and the disproportionate impact of those systems on Black, Indigenous, People of Color, and LGBTQ+ youth.
    • Adolescent transition programs and integrated service delivery.
    • Principles of management and strategic planning, juvenile justice program development, and state and local agency collaboration.
    • K-12 and Post-Secondary Education Program development in justice settings.
    • Tertiary and secondary education; community college, university, trade, technical and professional schools.
    • The juvenile justice system.
    • JR secure residential and community programs.
    • RCWs and WACs relating to juveniles and institutional education.
  • Skills and Abilities to:
    • Communicate clearly and effectively across a broad spectrum of professional/managerial levels and with other agencies and constituent groups.
    • Work independently to develop a plan for a large-scale, long-term project.
    • Facilitate strategic planning around juvenile justice issues.
    • Track trends and analyze data and use data.
    • Use strategic and tactical thinking in conjunction with established guidelines and protocols.
    • Adjust easily to changing business needs, conditions, and work responsibilities.
    • Demonstrated ability to analyze challenging situations in a social services environment and prioritize appropriate courses of action, applying sound judgment and professional standards.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Must pass a criminal records background checks including a national (fingerprint) prior to initial appointment, with renewals every five years as required by the Prison Rape Elimination Act (PREA).
  • Incumbent will be required to complete PREA training and comply with JR Policy 5.90, Applying PREA Juvenile Standards in JR.
