Description

A BSO application demonstrating the following must be completed and submitted to Human Resources by the listed closing date:

  1. Must be a current employee of the Broward Sheriff's Office classified as a Sergeant in the Department of Law Enforcement.
  2. Successful completion of probationary period.
  3. Three (3) years of continuous full-time paid experience as a BSO Sergeant in the Department of Law Enforcement.

If you are applying for Veterans' Preference, you must submit your DD-214 Member 4 or Service form by the listed closing date to be considered for preference points.

EDUCATIONAL CREDIT
Candidates with a Bachelor's or Master's Degree who successfully complete the promotional process will be eligible to receive additional percentage points to their final score. The following educational degrees must be completed prior to the posting closing date for the percentage points to be applied to their passing final score:

  • Bachelor's Degree = .5 percentage points
  • Master's Degree = 1.0 percentage points

In order to receive the additional points for education, the required documents must be submitted to Selection and Assessment by the listed closing date, even if you have previously submitted these documents. The required documents may include unofficial college transcripts, official college transcripts, or a copy of the degree. Please note, points will not be combined for multiple degrees.

DLE DEPUTY SHERIFF - YEARS OF SERVICE CREDIT
It is understood and agreed that the following years of service as Law Enforcement Deputy Sheriff with BSO or Contract City must be completed prior to the posting closing date for the percentage points to be applied to their passing final score:
  • Completion of Ten (10) to Fifteen (15) Years = .5 percentage points
  • Completion of Sixteen (16) Years or More = 1.0 percentage points
Bargaining unit members are eligible to receive both educational credit and years of service credit.

EXAMINATION DESCRIPTION
The promotional process will consist of two testing components: a multiple-choice written exam and assessment exercises. The first component will be a written exam which will be based upon material outlined on the Reading List. Candidates who correctly answer 75% or more of the questions on the written exam will be invited to participate in the second component of the process, which will consist of assessment exercises. Candidates who obtain at least a 75% in the assessment exercises will be placed on the eligibility list. The ranking of the eligibility list will be based upon the final score. The written exam will comprise 50% of the final score and the assessment exercises will comprise 50% of the final score. Portions of the promotional process may be videotaped for scoring purposes and candidate feedback. The expected duration of the promotional process could last 6-8 weeks from the written test date.

To access the Reading List please visit the BSO Informant, select the DLE tab (under Agency Services), and the reading list is available under "Reading Lists" on the right side of the page.This is highly administrative managerial and supervisory work in the protection of life and property through the enforcement of laws and ordinances. Work involves supervising deputies and sergeants and other subordinate personnel involved in a variety of law enforcement assignments such as motorized patrol, traffic control and enforcement, preliminary and follow-up investigation at crime scenes, courthouse and port security, vessel patrol, K-9 handling, serving writs and other court process actions and assisting in public safety education and community service programs. Work includes attending public and professional meetings and conferences. Employees in this class receive general supervision from an administrative superior but exercise independent judgment in completing the work assignments. Performs related work as directed.The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

Coordinates and assigns the work activities of sergeants, deputies and subordinate personnel engaged in a variety of law enforcement activities.

Supervises and participates in a variety of special criminal investigative units or specialized support activities, including staff training, vice, narcotics and criminal investigations, internal review functions, court service and licensing activities, communications operations, community affairs and relations and other related activities.

Determines proper course of action to be taken in daily work activities, emergencies or complex law enforcement situations; explains and interprets special orders; instructs and advises deputies and sergeants in various phases of patrol and security operations.

Conducts roll call and inspects personal appearance and equipment of personnel.

Receives complaints and requests for law enforcement assistance and dispatches deputies and equipment to the scene of emergencies and disturbances; ensures that all records and reports of law enforcement activities on the shift are properly executed and routed.

Responds to verbal and written complaints and inquiries from the public, media and other government agencies; provides information on departmental regulations and procedures; explains courses of action and refers complaints to other departmental authorities.

Prepares various narrative and statistical reports to present findings, recommend solutions, provide information and document activities, equipment usage and operations.

Accounts for all equipment, materials, supplies and vehicles assigned to the specific operating unit to ensure proper inventory and operational readiness.

Maintains overall responsibility for the successful completion of assigned duties delegated to subordinate personnel.

Performs managerial duties, i.e., scheduling, allocating, assigning, recommends hire, transfer, discipline, promotion.

Conducts employee performance evaluations; promotes career development of subordinate personnel.

Ensures that subordinate personnel have the skills and knowledge necessary to execute investigations and operations in accordance with agency policies and procedures.

Analyzes reports prepared and submitted by subordinates for accuracy, completeness, essential elements, fundamental soundness and substantiation of action(s) taken.

Approves leave requests, monitors overtime usage within their respective area of responsibility and takes action to minimize the unnecessary use of overtime funds.

Maintains appropriate staffing levels, time accountability and employee skill sets for the shift, through insightful and predictive scheduling of subordinate personnel.

Testifies in judicial proceedings.

Supervises and may participate in the following law enforcement and public safety activities:

Law enforcement patrol activities including, but not necessarily limited to, teletype checks of property or person; records checks on firearms, stolen equipment or wanted/stolen vehicles; assessments of driver's operational capacities; transportation of mental patients, prisoners or suspects; felony stops; Be On the Look Out (BOLO) reviews; searches for missing, lost or wanted persons; separation of persons involved in domestic disputes; dwelling, building or grounds inspections; vehicle pursuits; detainment of suspect vehicle drivers; alarm responses; arrest approach and methods planning; arrests; searches of persons, places and property; riot control; subdues resisting offenders using force where appropriate up to and including deadly force.

Law enforcement investigations including, but not necessarily limited to, recording identifying marks on vehicles, firearms and other objects; preparing and distributing BOLO reports of wanted notices; coordinating activities at accident, crime or investigation scenes; searching buildings or grounds for suspects; establishing identity of suspects; selecting approach and methods for conducting searches; collecting and transporting of crime scene evidence or property; protecting or securing accident, crime or investigation scenes; identifying persons through records, pictures, or identification media; showing mug shots to witnesses or victims; conducting photo lineups; researching agency records; checking establishments for wanted or missing persons; gathering intelligence on known or suspected offenders; conducting interviews; interrogating suspects; recording sworn statements, formal confessions or depositions; preparing reports or affidavits; presenting testimony and evidence in both civil and criminal court.

Public safety activities including, but not necessarily limited to, moving abused persons to safe environments; obtaining information on injuries to victims and suspects for reports; conducting presentation before public groups; assisting and referring mentally ill, indigent and other persons evidencing need of assistance; physically moving persons, vehicles and other property from unsecured locations; administering first-aid to injured persons; administering CPR procedures on appropriate persons; providing security for special functions.

Traffic related activities including, but not necessarily limited to, examining abandoned vehicles; investigating requests for vehicle tows; informing vehicle owners of legal obligations or procedures regarding vehicle removal; gauging speed of moving vehicles; directing traffic on land or water; observing traffic for violations; conducting traffic stops; investigating and reporting hazardous roadway or waterway damage; controlling parking; issuing citations or warnings; advising offenders in lieu of arrest or citation; rescuing or assisting in rescues of trapped persons; informing persons in accidents regarding reporting and information exchange procedures; explaining legal obligations to vehicle operators; conducting accident investigations; administering field checks to drivers suspected of being under the influence of alcohol or controlled substances.

Court process actions, including but not necessarily limited to, serving and accounting for exparte injunctions, eviction notices, enforceable writs and other process actions within the area of assignment; reading and comprehension of legal and non-legal documents including the preparation and processing of such documents as citations, affidavits and warrants.

When applicable to area of assignment, operates a law enforcement vehicle; may be assigned to operate aircraft; may be assigned to operate marine vessels; may be assigned to mounted unit.

Performs related duties as directed.

Compliance with minimum training and standards of an accredited certification institution as set forth by the recommended FDLE guidelines and CJSTC. Tasks include a criticality component, in responding to crime scenes or other critical incidents, whereby incumbents are required to maintain physical abilities consistent with CJSTC standards in order to perform essential duties as outlined herein on an as needed basis. Emphasis does not consider percentage (%) of time allocated to performing essential functions. Rather incumbents maintain CJSTC physical standards in order to perform essential functions at any point during compensatory time regardless of allocated percentage (%) of time to any one duty.

When called to emergencies, crime scenes, or other critical events, the following may apply:

Tasks involve the intermittent performance of extremely physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, crouching, running, climbing, and that may involve the dragging, pushing, and/or pulling of extremely heavy objects, such as in the event of chasing and subduing a suspect resisting arrest.

Tasks may involve standing, sitting or walking for long periods of time. Some tasks are performed with potential for intermittent exposure to disagreeable elements including, but not limited to, heat, humidity, inclement weather, loud noise, toxic/chemical agents, electrical currents, pathogens, violent behavior, weapons, explosives, animals. Tasks include working around moving parts, vehicles, equipment, carts, and materials handling, where extremely heightened awareness to surroundings and environment is essential in the preservation of life and property. Tasks may include regular exposure to traffic conditions, where heightened awareness to surroundings and observance of established safety precautions is essential in avoidance of injury or accidents Standard body gear and equipment applies in the preservation of life and property, as does special equipment based on assignment including, but not limited to, various types of body armor and safety gear.
