Purpose of Position
Under occasional supervision, establishes and maintains a police presence on assigned school campus(es) to promote a positive attitude toward law enforcement and to reduce juvenile crime through counseling and education during the school year. While school is not in session, responds to both routine and emergency service calls as a police officer to protect and serve the citizens of Clinton and property by enforcing state laws and local ordinances. Patrols assigned area or neighborhood and responds to emergency and routine calls both criminal and civil in nature. Assigned work hours and schedule may change due to shifting of responsibilities while is or is not in session. Performs specialized police operations included in the Public Safety program. Performs other duties as assigned. Reports to assigned supervisor.
Essential Job Functions
- Patrol Officer/School Resource Officer Functions
- Establishes and maintains a police presence on assigned school campus(es); patrols campus frequently for security and safety.
- Monitors student behavior during lunch, between classes and other times as necessary to maintain order.
- Promotes a positive attitude toward the law and law enforcement officers through frequent personal contact with school youth.
- Provides counseling and education to youth in an effort to reduce juvenile crime on campus and in the community. Mediates disputes between students.
- Gives informative presentations at faculty meetings, parent education events, parent-teacher meetings, service clubs and community organization meetings.
- Advises school officials and teachers on various issues pertaining to school safety.
- Identifies gang activity and other potential problem areas; recommends and/or implements corrective action.
- Communicates with parents to discuss law violations; refers parents to outside organizations for assistance as appropriate.
- Teaches law-related classes. Prepares materials including handouts, student notebooks, lesson plans, visual aids, etc., for class instruction.
- Participates in school extracurricular activities as appropriate. Travels with assigned team(s) to sporting events.
- Documents all contact with teachers and students; maintains incident records and prepares related reports.
- Performs law enforcement duties as necessary; Responds to school disturbances and other emergency
Situations and makes arrests if warranted. Apprehends criminal suspects; investigates incidents; fingerprints and photographs individuals charged with criminal offenses; takes statements from witnesses; searches individuals charged with criminal offenses, and performs related police work pertaining to school activity.
- Attends arbitration hearings.
- Performs responsible duties related to crime prevention and community relations programs.
- Stays abreast of current trends and issues related to the school resource officer position and school laws.
- Prepares and submits required reports, documents and all other required records.
- Removes graf?ti from walls and lockers.
- Interacts and communicates with the immediate supervisor, other departmental supervisors and employees, school personnel, students, parents, government agencies, other law enforcement agencies, emergency response personnel, counselors, news media if designated as a spokesperson, attorneys as required, and the general public.
- Controls and directs school traffic.
- Assists principal in transporting students home during school day.
- Remains abreast of all federal and state laws, and ordinances of the City of Clinton.
- Attends required training courses and seminars; participates in required physical fitness activities.
- Attends departmental meetings as required.
- Maintains assigned equipment and vehicles.
- Operates various types of office equipment, machinery and tools in the performance of duties such as a computer and monitor, adding machine, camera, radio equipment, audio-visual equipment, copier, facsimile machine, telephone. Operates a police vehicle and a variety of police equipment, including restraining devices, protective gear, firearms, etc.
- Performs routine and emergency service calls as a police officer as needed.
- Issues parking tickets to violators.
- Performs other related duties as required.
- Answers requests for service involving automobile accidents, misdemeanors, felonies, burglaries and a wide variety of domestic-related disturbances involving but not limited to assistance with mentally or physically ill persons, neglected children, etc. Interview persons with complaints and inquiries in attempts to make proper disposition or direct them to proper authorities.
- Conducts major and minor accident investigations and preliminary investigations at the scenes of crimes; conducts larceny and burglary investigations; administers first-aid to persons; gathers evidence; locates and questions witnesses in court.
- Patrols a designated area of the City in a patrol car, prevents and discovers commission of crime; apprehends and arrests criminals and offenders; signs and serves warrants; enforces vehicle and traffic laws; conducts property checks when residents are out of town; makes police presence known in a manner that contributes toward deterrence of law violations.
- Participates in specialized police work on an assigned basis, including crime prevention, community relations, and school liaison programs.
- Transports prisoners as needed; transports and/or escorts monies to and from banks.
- Responds to rescue calls, administering emergency medical aid to victims as required.
- Participates in a continuing program of training and instruction and attendance at scheduled drills and classes.
- Performs assignments and instructions in accordance with Departmental rules and regulations, which are received in general terms from a superior of?cer who reviews work methods and results through reports, observations, and discussions.
- Provides assistance to other public safety officers as needed.
- Directs traf?c as required; maintains traf?c during special events such as parades.
- May be required to travel with athletic teams for safety and security to sporting and other competitive events on any day and at various times.
- Receives, reviews and processes various reports and records including vehicle maintenance records, property lists, warrants, NCIC papers, incident reports, traf?c reports, traf?c tickets, booking reports, etc.; prepares and processes incident reports, wreck reports, laboratory reports, training reports, etc.
- Operates, utilizes and maintains a variety of law enforcement equipment and tools such as a patrol car, NCIC computer, radio, camera, computer/tablet and other specialized electronic equipment, etc.
- Perform assigned duties as required.
Patrol Officer/School Resource Officer Support Functions
- Performs various animal control functions including capturing stray or deceased animals; setting traps for strays, etc.;
- Provides law enforcement support to special events as needed.
- Provides additional patrol support during summer and extended school breaks.
- Performs related work as needed and has a willingness to perform those assigned tasks.
- May be subject to night, weekend, and holiday work.
- May be subject to emergency situation recall.
- Maintain proficiency in all aspects of law enforcement training as required; attends routine and regular law enforcement training and recertification courses/training as required or requested.
- Adheres to all established OSHA, departmental, and city/administrative safety and housekeeping standards. Ensures such standards are not violated.
Minimum Qualifications, Knowledge, Skills, and Abilities
Minimum Qualifications
- Requires an Associate‘s degree in criminal justice supplemented by one to two years of experience in law enforcement or other police work, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- Must have successfully completed and maintain required courses through the S.C. Criminal Justice Academy and hold required certifications as a Class I Police Officer and certification as a School Resource Officer, in addition to other required certifications; or be able to possess and maintain certification for Class I law enforcement of?cers as administered by the South Carolina Criminal Justice Academy for Law Enforcement within the first 12 months of employment.
- Must possess and maintain a valid S.C. driver's license.
- Must maintain proficiency in the use of firearms and evasive driving techniques.
- This position is classified as a Safety Sensitive position and is subject to ongoing random drug testing per City policy.
- Prior experience working with youth is preferred.
- Must attend and complete all required monthly, quarterly, and annual training and maintain physical and mental ability to perform the essential functions of the position.
- Must be physically able to operate different types of equipment and machinery including of?ce equipment, law enforcement equipment and tools, safety equipment, firearms, etc.
- Must be a minimum of 21 years of age.
- Possess and maintain a valid South Carolina Drivers’ License.
- Operates within all established routine working, personnel, ethical, and safety guidelines, rules, and regulations.
- Must be able to pass all physical and psychological demands of the position to include a pre-employment physical and psychological screening.
- Must meet and maintain residency requirement policy while in this position.

Physical Demands of Position
- Must be physically able to operate a variety of police and other law enforcement equipment and tools including patrol car, radar, camera, two-way radio, firearms, analysis kits, restraining/protective devices, etc.
- Must be able to physically interact in hand-to-hand contact to include bringing a resistive or combative subject under control through the use of physical restraint and controlling techniques.
- Must be physically able to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly.
- Ability to lift, carry, push, pull, or otherwise move objects. Physical demands, at times, are in great excess of sedentary work and are physically demanding.
- Work involves sitting or standing, climbing (ascending or descending ladders, stairs, ramps, poles), balancing (maintaining body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery surfaces), handling (seizing, holding, grasping, turning) for long periods of time.
- Employee is exposed to computer screens and other forms of electronic telecommunications screens and equipment.
- The position requires the use of various pieces of personal protection equipment to include, but not limited to body armor, respirators, etc., some of which all require medical clearance.
- May be required to successfully complete medical, psychological, and physical evaluations beyond the initial hiring clearances.
Working Conditions
1. Working conditions include both inside office settings, various school environments, as well as outside in a variety of climatological conditions to include extreme cold and heat, rain, snow, sleet, wind and other weather related conditions.
2. Position is subject to emergency condition recall at any time and may be required to provide support to other departments in an emergency.
3. This position is a Safety-Sensitive position subject to on-going random drug screening.
Supervision Exercised
This position requires no personnel supervisory responsibility. May supervise and maintain control of subjects under arrest when escorted or transported to/from court or other detention facilities. May supervise and control students when escorting teams to/from sporting events or at other times as required.
Supervision Received
Reports to and is supervised directly by the Captain of Investigations of the Police Division.
