Description Under direction, to assess and evaluate inmates in the areas of education, employment and job placement, substance use recovery, anger management, parenting skills, and trauma informed services, and to provide planning for re-integration back into the community.

NOTE: Candidates who meet the employment standards will be invited to take an online examination tentatively scheduled for the week of 7/21/2025.

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • Interviews inmates to obtain personal, social, health, and emotional history to assess placement in appropriate in-custody programs;
  • Implements jail programs for inmates and updates and maintains program schedules;
  • Assists in the development of new programs and the implementation of policies and procedures related to these programs;
  • Develops assessment tools for program evaluation purposes;
  • Coordinates with service providers to administer evaluations to inmates before and after program completion, evaluates their progress, and reports the results;
  • Confers with badge personnel to assist in the relocation/reclassification of inmates in order to participate in assigned programs;
  • Provides screening for alternative sentencing;
  • Provides oversight, information, and referral services to inmates requesting to continue their rehabilitation upon release;
  • Provides oversight and information to other professionals, interns, and volunteers assigned to various programs;
  • Acts as liaison between the Programs Division, contract providers, law enforcement agencies, court, and other related agencies;
  • Researches criminal justice databases to formulate a program placement plan;
  • Orients new inmates to the rules and regulations of the facility, provides information on availability of in-custody rehabilitation programs, and explains how to prepare for early release programs and the expectations regarding behavior and conduct;
  • May conduct self-improvement classes for inmates;
  • May conduct orientation and training classes for departmental staff;
  • May oversee inmates in special projects;
  • Prepares and maintains accurate case records for the purpose of preparing written and verbal reports;
  • Prepares written and verbal reports of work, conduct, and progress of inmates participating in programs;
  • Mediates problems between service providers, inmate participants, and departmental staff and provides individual intervention with inmates experiencing a crisis;
  • Assists in planning, directing, and implementing various special events to promote inter-agency involvement that includes graduations and community program forums;
  • May be assigned as a Disaster Service Worker (DSW), as required*;
  • Performs other related duties, as required.
Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities.

Training and Experience Note: The required knowledge and abilities are attained through possession of a Bachelor’s Degree, preferably in Administration of Justice, Criminology, Psychology, Sociology, Social Work, or closely related field;

and

One (1) year of full-time work experience providing counseling and/or case management in the areas of rehabilitation, substance use, trauma recovery, and/or mental health.

Supervisory experience is desirable.

Special Requirements
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • *As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.
Knowledge of:
  • Principles and practices of interviewing and counseling, educational guidance, rehabilitation, occupational placement, and program development;
  • Laws, regulations, and court proceedings relating to correctional programming and re-integration back into the community;
  • Principles of caseload management;
  • Appropriate community resources and training programs in client case management;
  • Principles and practices of criminal justice casework, social casework, interviewing, and case recording;
  • Provisions of the Penal, Welfare and Institutions, and Health and Safety Codes;
  • CJIC and other law enforcement and related computer databases;
  • English usage, style, grammar, punctuation, and spelling;
  • Common computer systems and applications.

Ability to:
  • Work independently;
  • Prepare and maintain clear and concise records and reports;
  • Collect, compile, evaluate, and interpret data relative to the development, implementation, and evaluation of rehabilitation programs;
  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
  • Perform assignments that require skill, professional judgment, and the application of departmental policy and procedure;
  • Apply sound judgment and problem solving techniques;
  • Operate and access automated criminal justice information systems to obtain criminal justice records that will assist in program placement planning;
  • Be sensitive to the needs of a diverse inmate population;
  • Understand and follow departmental policies and procedures;
  • Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies;
  • Make public presentations.
