The Community Corrections Evidence Based Practices (EBP) Coordinator position provides leadership and organization in the implementation of EBP in both the Juvenile and Adult Divisions of the Community Corrections department. Develops, defines, and executes organizational development, change management, and training plans that support broad strategies and initiatives. This position is primarily based at our Stillwater office; however, occasional travel to our Cottage Grove and/or Forest Lake locations may be required.

DESIRABLE EXPERIENCE:

  • Experience utilizing a variety of correctional evidence-based practices (EBP), including but not limited to, motivational interviewing; risk, need, responsivity assessments; integrated case planning; cognitive behavioral tools; and/or Communities of Practice
  • Experience as a certified trainer in evidence-based practices, including Case Planning, Decision Points, Thinking for a Change (T4C), Level of Service/Case Management Inventory (LS/CMI), and Motivational Interviewing
  • Experience implementing programming and providing training and coaching to support skill development and practice
  • Experience in developing, leading, and overseeing quality improvement initiatives related to evidence-based practices
  • Knowledge and understanding of cultural competency, diversity, equity, and inclusion

SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

HOURS/DAYS: Monday - Friday 8:00 a.m. - 4:30 p.m. Work schedules (hours and days) and location are subject to change based on department needs.

ANTICIPATED HIRING RATE: $82,056 to $97,042 annually

MINIMUM QUALIFICATIONS: This position requires a Bachelor's Degree in criminal justice, sociology, psychology, social work, or related field, or equivalent, and four years of experience utilizing a variety of correctional evidence-based practices (EBP), including but not limited to, motivational interviewing; risk, need, responsivity assessments; integrated case planning; cognitive behavioral tools; and/or Communities of Practice. A Master's degree in corrections, social work, psychology, or a related field may be substituted for one year of experience.

  1. Identify and develop EBP adherent programs and policies.
  2. Lead the Dosage Probation Committee and facilitate regular committee meetings.
  3. Assess community-based programs for eligibility of Dosage Probation hours.
  4. Provide department leadership with a comprehensive view of operations consistent with EBP, identify problems or inconsistencies, and provide alternative solutions, to include long-range impact and policy implications.
  5. Systematically review department policy and procedures for adherence to EBP and make recommendations for updates as needed.
  6. Provide administrative oversight of department cognitive skills programming.
  7. Recommend new practices after conducting an analysis of current research, focus groups, surveys, etc. that identify emerging opportunities for the department related to EBP.
  8. Develop, implement and evaluate an EBP training and skill development model.
  9. Identify skills, knowledge, and resources required for present and future delivery of EBP.
  10. Develop an EBP implementation model and training plan related to Motivational Interviewing, case planning, individual and group cognitive skills, and risk assessments.
  11. Ensure all Probation Officers receive training in the identified EBP skill areas.
  12. Ensure relevant Probation Officers receive training regarding the Dosage and 10 Steps to Risk Reduction models.
  13. Provide EBP quality assurance.
  14. Develop, direct, and provide oversight of the department EBP Continuous Quality Improvement (CQI) Plan.
  15. Provide direct observation of Probation Officers performing EBP and provide feedback to improve performance and fidelity.
  16. Coordinates and/or performs evaluations of client programming and risk reduction tools using validated instruments designed to assess service fidelity and effectiveness.
  17. Assists in the development and evaluation of relevant performance measures, objectives, and outcomes that are EBP adherent.
  18. Oversight of special research projects involving contracted researchers, university-based groups, and student interns.
  19. Function as the department’s EBP liaison to outside agencies.
  20. Active member of state and national groups advancing EBP in the field of corrections.
  21. Develop and utilize a network of local, state, national, and international experts in EBP to provide advice and technical assistance.
  22. Regular attendance of MN collaborative groups, such as the EBP Cafe, Metro CPC Group, MN CogNet, etc. to determine statewide priorities and strategies.
  23. Develops reports on current EBP initiatives, including Dosage Probation, and presents to stakeholders, citizen groups, governing boards, and state and national professional associations.
  24. Serve as a trainer and mentor to department staff, interns and volunteers.
  25. Seek opportunities to supervise volunteers and interns.
  26. Work with staff to resolve problems.
  27. Mediate staff conflicts.
  28. Act as a department and community resource.
  29. Coordinate staff activities.
  30. Create and maintain department references or resources.
  31. Transport clients as required.

WORK ENVIRONMENT

Work is sedentary in nature and may be performed at the Government Center, satellite offices, offenders' homes, schools, correctional/residential facilities, courtrooms, and employment sites and may include hostile and unsanitary conditions. Lifting requirement of up to 25 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, and copier, scanner and fax machine.

Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Work includes contact with high-risk offenders who may be mentally ill or chemically dependent, making field visits and appearing in court. Exposures could include communicable diseases, weapons, bodily fluids or animals that bite.

Must have own means of reliable transportation for business purposes. Individuals operating a motor vehicle for County business must possess a valid driver's license.
