The Northwest Regional Emergency Communications Center (NRECC) is the primary public safety dispatch center for the Cities of Dublin, Hilliard, Upper Arlington, Worthington, Washington Township, and Norwich Township. Located inside the Dublin Justice Center, NRECC was formed in October 2013 when Dublin began providing dispatching services for Norwich Township Fire and became the primary 9-1-1 answering point for all of Hilliard. Our journey continued with the addition of Hilliard Police, Upper Arlington Fire and Police, and Worthington Fire and Police. As one of five wireless PSAPs in the county, we are the primary answering point for 9-1-1 calls throughout northwest Franklin County.
The Communications Manager is responsible for the overall management and coordination of the Northwest Regional Emergency Communications Center (NRECC). This position involves supervising and leading shift operations and personnel, coordinating training and educational opportunities for staff, generating reports, ensuring compliance with relevant laws and regulations, and continuously improving the emergency response system to enhance public safety. Further, this position is essential in creating a culture of teamwork, efficiency, and professionalism.
This vacancy is one of three Communications Managers who lead the operations of NRECC. The position will be assigned managerial responsibilities for one of the three operational shifts (1st, 2nd, or 3rd) and will be required to work variable hours based on the needs of the assigned shift and other department needs including training and management meetings. Additionally, the nature of the work may require availability during irregular hours, including weekends.
Given the nature of this classification's duties/responsibilities, it has been designated as Exempt under governing Fair Labor Standards Act regulations. Therefore, it is not entitled to formal overtime compensation and/or compensatory time.
Supervisory Responsibilities
Supervises Communications Supervisors and Communications Technicians, as assigned.
Essential Functions
Manages and leads Communication Center shift operations and personnel (e.g., assigns tasks, provides direction, administers discipline, evaluates employee performance levels, approves leave requests, etc.); meets regularly with Communications Supervisors to discuss tasks, policies, and personnel issues or concerns.
Supervises, plans, and assigns work to Communications Supervisors and Communications Technicians.
Fosters a positive work environment that promotes teamwork, efficiency, and professionalism.
Evaluates the work performance of Communications Supervisors and Communications Technicians by conducting and approving quality assurance reviews of calls for service, Emergency Medical Dispatch calls for service, mid-year, and end-of-year evaluations; addresses work performance issues, including remedial training and progressive discipline.
Coordinates the scheduling of Communications Supervisors and Communications Technicians to ensure proper shift coverage; processes annual shift bids, annual vacation bids, casual leave requests, and sick/FMLA leave; coordinates ancillary assignments of Communications Technicians (i.e., CAD, Communications Systems Specialist Warrant Team, CTO).
Oversees various rotating duties (i.e., special events planning/staffing, 911 community education, LEADS validations/compliance, and training).
Coordinates, develops, and instructs Communications Center training (i.e. hosted training, local training, conferences, certification training, in-service training); ensures Communications Technician and Communications Supervisor continuing education credits are current.
Prepares and maintains all NRECC staff member training records, including EMD recertifications, Instructor recertifications, CPR, AED, etc.; forwards copies to Accreditation Manager.
Purchases, issues, and inventories communications equipment, supplies, and uniforms; recommends purchases for NRECC improvements such as new computer systems, radio, and other related equipment.
Coordinates work efforts with partnering agencies which NRECC serves, as well as other local, city, state, and federal Public Safety Answering Point (PSAP) entities.
Assists the Operations Manager with policy updates and implementation; solicits feedback from Communications Supervisors before final changes.
Generates and compiles reports and documentation for Accreditation and other requests from partnering agencies.
Maintains audio recordings and computerized records created by NRECC by established records retention guidelines.
Performs supervisory duties of the Communications Supervisor classification as staffing levels dictate.
Performs other related duties as assigned.
Minimum Qualifications
High School Diploma or GED equivalent required, Bachelor’s Degree in Criminal Justice, Business Administration, Public Administration, or other relevant field preferred; five years of experience in a public safety environment required, one year of experience as a Communications Supervisor or three years’ experience as a Communications Training Officer preferred, or any equivalent combination of education and/or experience which indicates a comprehensive knowledge of communications, planning and departmental policy, and a demonstrated ability to manage a large work unit and apply management principles to practical situations.
Considerable knowledge of Part 90 Federal Communications Commission (FCC) rules and regulations.
Considerable knowledge of LEADS and NCIC regulations and rules regarding releasing criminal history information.
Considerable knowledge of 911 system operations, practices, procedures, and standards, and computer-aided dispatch (CAD) automated information/communications system.
Good written and verbal communication skills.
Ability to create effective working relationships within NRECC, the City of Dublin, and partnering agencies.
Ability to create a culture of teamwork, efficiency, and professionalism.
Ability to acquire and maintain LEADS and NCIC certification.
Ability to acquire and maintain APCO Communications Training Officer (CTO) and Emergency Medical Dispatcher (EMD) certifications.
APCO Registered Public Safety Leader (RPL), Certified Public Safety Executive (CPE), NENA Emergency Number Professional (ENP), and/or Communications Manager Certification Program (CMCP) certifications strongly preferred.
Physical Requirements
Ability to use public safety radio communications equipment.
Ability to move about inside an office space to access file cabinets and office equipment.
Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.
Must be able to remain in a stationary position at the workstation throughout the scheduled workday.
Ability to exchange information with co-workers and citizens through the use of the email system, the telephone, and in-person interactions.
Ability to lift and move objects weighing 10-15 lbs.
Special Requirements
Possession of a valid driver's license.

Must establish and maintain a primary place of residence within a County within which the Police Department has jurisdiction, or a county contiguous with such County of jurisdiction.
