This position serves Richland County with Statewide Operations.
The employee in this position will assist the DPS Special Operations Sergeant with training and supervision of the ACERT, CERT, and Honor Guard Units. Employee will also assist with firearms and tactical training. Employee must be self-motivated and work with minimal supervision. Employee will also act as a coordinator between our department and others while maintaining a high level of confidentiality on the assignments we are involved in. Employee will supervise subordinate employees assigned to the Special Operations Unit. Employee will enforce SC vehicle and criminal laws.
Employee, under the direction of the DPS Special Operations Sergeant, will assist in the training, direction, and supervision of the Department's ACERT, CERT, BPS, CIT, and Honor Guard Units.
Employee, under the direction of the DPS Special Operations Sergeant, will assist in the development and delivery of firearms, Active Shooter, Mobile Field Force, tactical training, and physical fitness training, and testing for all Troopers/Officers. Employee will assist with training at all levels to include: Basic, In-Service, and Advanced Training level courses.
Employee must possess in-depth knowledge of all DPS Special Operations equipment and weapons to include lethal, less lethal, chemical, and electrical.
Employee must establish and maintain a working relationship with other law enforcement agencies and community groups.
Employee will enforce all state laws and regulations governing vehicle and pedestrian traffic.Agency Requirements: Must have at least a high school diploma as well as the following additional requirements:
TIME IN GRADE – Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal by the posted closing date of vacancy or currently hold the rank of SCHP Master Trooper.
PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two years of the posted closing date of the vacancy.
PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.
DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a “Warning Notice of Substandard Performance” during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.
PROBATIONARY PERIOD – Any individual serving a one (1) year probationary period shall be ineligible to participate in the promotion process.
RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment. Section IV. D. 3. Law Enforcement personnel assigned to SCDPS Headquarters (Special Operations) shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV. C. Troop/Unit/Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
Should have prior knowledge of the Unit's operational procedures and daily functions. Must possess an in-depth knowledge of firearms training and Civil Emergency Response Team training and deployment. Must have the ability to serve as an Honor Guard member and coordinate Honor Guard details. Must have knowledge about traffic and general law enforcement duties. Must be able to participate in and lead physical fitness training and testing sessions. This knowledge and skill should be gained from personal experience and completion of school, workshops and seminars.
Employee reports to the Sergeant of the DPS Special Operations Unit and may be allowed some latitude in decision making while under minimal supervision.
Overnight travel required on special assignments and/or response to critical incidents. The performance of these job functions require a very high level of physical fitness and psychological determination. Working long hours without prior notice is common. Employee is subject to being called out at different hours of the day or night, including deployments to different areas of the state.
