Reentry Services is a section within the Division of Rehabilitation and Reentry. It is intended to provide the continuity of services to individuals who have been incarcerated and are transitioning to the community. Section staff work collaboratively with internal prison staff, Community Supervision (PPO) staff and Local Reentry Councils developing, implementing, and monitoring correctional and reentry interventions for justice involved individuals. The goals of the section include improving individual behavior, job preparation including potential education and training, and identified supportive services to become successful in their future goals. The section utilizes the basic principles of evidence-based practices starting with research and decision-support analysis, working with Community Supervision and Local Reentry Councils to deliver sustainable programs and services in the major areas of substance use, transitional housing, medical, cognitive behavioral programs, educational attainment, and vocational training.

The Community Development Specialist (CDS) will be the primary link for information regarding reentry programs between Local Reentry Councils, DAC management and Criminal Justice Agencies in the communities. This position retains a repository for information regarding all phases of Reentry efforts, programs and its implications. The CDS will work closely with Prisons officials, Community Supervision, the Department of Health and Human Services, local stakeholders and service providers to provide information and feedback in identifying the needs and target populations as designated in the Justice Reinvestment Act.

This position requires independent decision making and must be flexible in understanding diverse geographical area needs, knowledgeable in cognitive restructuring as well as employment, education, and housing need suitable for offenders.

Responsibilities include, but are not limited to:

  • Organization, planning, preparation, coordination, instruction, implementation, supervision, and evaluation of reentry and evidence-based programs that are available to offenders through LRCs
  • Facilitating RPPO meetings, providing reentry reports and working with RPPOs and programs staff at designated reentry facilities
  • Programs operating within an assigned geographic region and/or a specifically designated group of programs
  • Developing relationships and coordinating activities with other agencies, divisions, and private organizations to implement new programs, to assess effectiveness and efficiency of existing programs, processes, systems, and to recommend improvements
This position is eligible for a flexible/hybrid telework schedule under the State of NC Telework Program.

This is a full-time position (40 hours per week) with State Benefits.

  • Thorough knowledge of the State of North Carolina economic, educational, housing, mental health, and substance use disorder services for justice-involved individuals
  • Demonstrated experience working with community-based organizations, non-profits, and/or faith-based initiatives that support reentry
  • Experience in developing, tracking, and managing program budgets for grant-funded or state-funded initiatives
  • Demonstrated ability to apply best practices in reentry programming, including client-centered service coordination, trauma-informed care, and reducing criminogenic risk
Management Preferences:
  • Demonstrated ability initiating and maintaining partnerships across multiple sectors (e.g., corrections, workforce development, housing authorities, behavioral health, education)

Bachelor's degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution and three years of experience related to the specific program assignment (OR) an equivalent combination of education and experience.
