Job Title: Group Care and Regional Licensing Supervisor (SSS5)
Location: Eastern, WA - This position is full-time/flexible/hybrid. This position will cover Regions 1 & 2 and has flexible/hybrid location options available within these regions.

Salary: $6,227 - $8,377 Monthly. The indicated salary does not include a 3% general wage increase, and an additional 2.5% targeted increase effective July 1st, 2025.

Licensing Division has a great opportunity! We are currently hiring a permanent Group Care and Regional Licensing Supervisor (SSS5) to join our Foster Care Licensing team.

The Opportunity:
As the Group Care and Regional Licensing Supervisor (SSS5), you will provide coaching, mentoring, on the job training and assistance in the transition of staff from a formal training program to fieldwork. You will provide supervision to a unit of Group Care Licensors/Social Service Specialists, who serve as licensors for group care facilities, such as group homes, staffed residential homes, maternity services, overnight youth shelters, day treatment programs, crisis residential centers and emergency respite centers, as well as Social and Health Program Consultants.

This position utilizes cultural competency to understand, communicate with, and effectively interact with staff, clients and other individuals across cultures, focusing on understanding and respecting the strengths of the clients including their heritage, cultural beliefs and values, communication and learning styles.

This position utilizes kin-first culture to support staff in ensuring children in the care and custody of the department maintain cultural and community connections by evaluating kinship caregivers and potential community foster parents certified by Child Placing Agencies throughout the life of the case. Some of what you'll get to do:
  • Prioritize and assign work to a unit of licensing staff.
  • Demonstrate, monitor, teach and mentor Group Care Licensors and Social and Health Program Consultants with:
    • Developing partnerships with families.
    • Focusing on practical everyday life tasks.
    • Promoting specific skills tied to the family's tasks as identified, and how and what additional actions to take when needed to meet the needs of child safety, permanency and well-being.
  • Provide informal training regarding licensing functions and home study assessment requirements, licensing and relicensing of Group Care Facilities and Child Placing Agencies, and arrange for formal agency training for staff.
  • Develop onboarding training plans for incoming Group Care Licensors/Social Service Specialists and Social and health Program Consultants.
  • Perform supervisory personnel functions, including setting performance goals, performance evaluation, and scheduling staff to ensure service to customers, career development planning, clinical supervisory conferences, workload management, hiring and other personnel functions, and completion of personnel investigations.
  • Provide case consultation and review of home study assessments completed for kinship and/or adoptive and/or community foster home licensing and reassessments based on compliance with the Revised Code of Washington and Washington Administration Code.
  • Approve families for licensure. Approve home study assessments. Approve Group Care Facilities and Child Placing Agency licenses and renewals, and foster home and kinship licenses, and renewals certified by Child Placing Agencies.
  • Provide quality assurance for health and safety monitoring, compliance agreements, no referral actions, denials, suspensions and revocation of licenses and disqualification of background checks.
  • Provide oversight on program evaluations that include initial and ongoing assessment of:
    • Program policies.
    • Staff qualifications and references.
    • Personnel records.
    • Child records and treatment plans.
    • Results of background checks including criminal history and child abuse registry.
    • Suitability for placements.
    • Physical facility and grounds.
    • Compliance with all other minimum licensing requirements.
Required Qualifications:
  • Eight (8) years of paid social service experience* AND 30 semester or 45 quarter credits in a Social Services discipline.
OR
  • Two (2) years of experience as a Social Service Specialist 3.
OR
  • One (1) year of experience as a Social Service Specialist 4.
OR
  • A Bachelor’s degree in social services, human services, behavioral sciences, or any degree which includes 30 semester or 45 quarter credits in a Social Services discipline AND four (4) years of paid social service experience.
OR
  • A Master's degree in social services, human services, behavioral sciences, or any degree which includes 30 semester or 45 quarter credits in a Social Services discipline AND three (3) years of paid social service experience.
Note(s):
*A two-year Master's degree in one of the above fields that included a practicum may be substituted for one (1) year of paid social service experience.

*Paid social service experience must include at least one (1) year assessing risk and safety to children and providing direct family-centered practice services.

*Incumbent must complete Social Service Specialist Training (RCT), Supervisor Core Training (SCT), as well as specialized Licensing training.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Working understanding of agency policies, WAC and RCW related to licensed facilities.
