Description
The Digital Media Specialist is responsible for the review, processing, and redaction of digital media, including law enforcement video and audio recordings, in compliance with applicable laws and regulations, including the Freedom of Information Act (FOIA) and the Health Insurance Portability and Accountability Act (HIPAA). This role requires a high degree of technical proficiency, attention to detail, and a thorough understanding of legal requirements regarding the release of sensitive information.
Review law enforcement digital media (e.g., body-worn camera footage, dashcam video, surveillance video, interview recordings) to identify and protect sensitive information.
Perform redaction of video and audio content using specialized software to obscure faces, identifying features, personal information, and other protected data.
Ensure all redaction is performed in accordance with federal, state, and local laws, including FOIA and HIPAA, as well as departmental policies and procedures.
Maintain accurate records of all redaction activities, including the specific information redacted and the legal basis for redaction.
Process requests for digital media in a timely and efficient manner, prioritizing requests as needed.
Collaborate with law enforcement personnel, legal counsel, and other stakeholders to determine the appropriate level of redaction for specific requests and compliance with applicable laws.
Perform redaction of video and audio content for multiple County departments for use in FOIA requests, court hearings, trials, etc.
Utilize and maintain proficiency in various video and audio editing and redaction software and hardware.
Stay up to date on changes in laws and regulations related to the release of digital media and data privacy.
Assist in the development and implementation of policies and procedures related to the handling, storage, and release of digital media.
Provide training and technical assistance to other personnel on the proper handling and redaction of digital media, as needed.
Provide testimony in court regarding redaction procedures, policies, and compliance, as needed for legal cases or investigations.
Manage and organize digital media files, ensuring proper storage, security, and chain of custody.
Assist Communications Department with video live streaming as needed.
Record and edit video content for internal and/or public-facing materials.
Other duties that may be assigned.
Bachelor's degree in a relevant field is required (e.g., Criminal Justice, Information Technology, Digital Media Production). A combination of education and experience will be considered.
Demonstrated proficiency in digital media editing, video production, or a related field is required.
Experience working with legal compliance, with a strong understanding of FOIA, HIPAA, and other laws and regulations related to data privacy and the release of information.
Ability to pass a background check is required.
Possess a valid Michigan vehicle operator’s license and an acceptable driving record.
Proficiency in video and audio editing and redaction software (e.g., Adobe Premiere Pro, specialized redaction software).
Experience working with law enforcement video formats and digital media preferred.
Certification in video editing or digital media production preferred.
Knowledge of law enforcement records management systems preferred.
Ensure compliance with cybersecurity protocols and data protection measures while handling sensitive media.
Excellent attention to detail and ability to maintain accuracy under pressure.
Strong analytical and problem-solving skills.
Ability to handle sensitive information with discretion and maintain confidentiality.
Excellent communication and interpersonal skills.
Ability to work independently and as part of a team.

Normal office environment with little, if any, discomfort due to heat, noise and the like.
Extended workdays (beyond eight hours/day) and irregular work hours are occasionally required.
Frequent travel to meetings is required.

Largely sedentary role with extensive computer work.
Frequent work with the public and customers.
Some Freedom of Information Act (FOIA) requests may involve handling sensitive or graphic content.
