Description This is a non–exempt position under the direct supervision of the Code Enforcement Manager. The Code Enforcement Officer performs specialized field investigation, inspection and enforcement duties pertaining to violations of Pueblo Municipal Code.

This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.
ESSENTIAL FUNCTIONS:
  • Receives and records complaints regarding violations of the Pueblo Municipal Code
  • Writes reports and supplemental reports related to Pueblo Municipal Code complaints and violations
  • Gathers and keeps evidence related to Code Enforcement violations
  • Investigates reports of violations and/or failure to comply with appropriate ordinances and regulations
  • Research and gathers evidence, prepares records, and reports for the Code Enforcement Manager pertaining to abatements, court actions, daily activities, enforcement actions, and inspections
  • Drafts and prepares formal summons and complaints
  • Authors search warrants and municipal arrest affidavits
  • Inspects and maintains department issued equipment which includes uniforms, body worn cameras, bullet proof vests, vehicles, computers, and radios to ensure proper function, use, and appearance
  • Performs enforcement duties in accordance with established laws, policies, and procedures
  • Issues violation notices, summons and complaints, and testifies in Municipal Court
  • Presents Code Enforcement cases in court, and may be required to testify for County court civil cases and other quasi-judicial hearings
IMPORTANT FUNCTIONS:
  • May perform duties as assigned of similar classifications of an equal or lower pay grade
PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Must have the ability to lift, carry, push and/or pull objects weighing up to 30 lbs., will occasionally lift loads of 50 lbs.
  • Considerable walking and standing on steep, uneven, or icy terrain, as well as other activities requiring a full range of body movement including bending, kneeling, leaning, sitting, stooping, crouching, pushing, pulling, and climbing
  • Frequent hand/foot/eye coordination for operation of computer equipment and motor vehicles
  • Far and near visual acuity to read Municipal Code, record data, monitor/observe traffic signals, and to safely operate motor vehicles
  • Ability to hear and distinguish between multiple levels of sounds, frequencies, tones and tones of voice both in person and over the radio and phone
  • Manual dexterity is essential in order to enter data into a computer, use constant light grasp, fine manipulation and handle a variety of items including office and computer equipment
  • Speak clearly with good diction and appropriate volume level
  • Effectively operate radio, telephone, and computer equipment
  • Must be able to communicate with customers and employees by phone or in person and work with written documents and forms to respond to employees or customers appropriately

This position requires:

  • Knowledge of personal computer operation and software equivalent to Microsoft products
  • Ability to travel from one location to another using a map and keen sense of direction
  • Skill and ability to work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies
  • Ability to handle sensitive or stressful situations with tact and diplomacy
  • Ability to perform all functions in a safe manner
  • Knowledge of basic grammar and writing skills
  • Ability to read, understand, interpret, and explain City regulations and ordinances
  • Ability to communicate effectively with persons of divers cultural and socioeconomic backgrounds
  • Ability to demonstrate consistency when dealing with people and violations
  • Ability to handle stressful situations with tact and diplomacy
  • Ability to act as a representative of the department to other agencies and citizens with a courteous, helpful, and professional demeanor in all radio, telephone, electronic, and personal contacts
  • Ability to accept discipline and constructive criticism
  • Ability to promote an atmosphere that embraces cooperation, a positive attitude, diversity, integrity, trust and respect by being empathetic, caring patient, enthusiastic, polite, and professional
  • Ability to use and operate assigned equipment to include telephone, radio, BWC, iPhone, and other technology
In addition to the knowledge, skills and abilities list above, this position requires:
  • A high school diploma or GED
  • At least 21 years of age at the time of the application
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
Drug usage, as described below, may be cause for disqualification:
  • Any use of marijuana within 1 year prior to the date of application
  • Any usage of any illegal drugs other than marijuana (i.e. heroin, cocaine, LSD, amphetamines, steroids, or other illegal drug as defined in schedules I through V of Section 202 of the Controlled Substances Act) within two (2) years prior to the date of application
SPECIAL REQUIREMENTS:
Candidates must be willing to submit to the following requirements:
  • Comprehensive background investigation
  • Polygraph
  • Psychological examination
  • Drug screening
  • Physical examination
SPECIAL CONDITIONS OF EMPLOYMENT:

This position involves indoor and outdoor work with exposure to all weather conditions. The incumbent may be exposed to noise, heights, dangerous chemicals and hazardous conditions, putrefaction created by rotting garbage, animals, rodents, and traffic. Due to the nature of the position, it may be exposed to situations that can cause bodily harm from animal bites, insect bites, slip and fall, and includes the potential of violence.

All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
