Position Description
The Anoka County Community Corrections is Working to Build a Safer Community. We are committed to leading through implementing innovative, research based, and results driven services. The Community Corrections department has an immediate opening for a Senior Manager, Corrections which directs operations for Anoka County Community Corrections’ adult field services and Workhouse correctional facility. Adult field services include pretrial, probation, and supervised release community supervision and case management services. The Workhouse is a minimum-security correctional facility housing adults sentenced in Anoka County District Court. This position works in collaboration with the Department Director and Assistant Director to establish goals and strategic planning for this area, develops related policy and practices, ensuring all meet the department’s mission and comply with applicable County polices, state and federal statutes and licensing standards.
The Anoka County Corrections department is hiring for full-time, exempt, position. Interviews will be scheduled for the week of June 31st for those selected to move forward in the hiring process.

Work Location
- This position will oversee Community Corrections operations at the Anoka County Rum River Human Services Center, located at 3300 4th Avenue N., Anoka, MN 55303. Primary office location is the Anoka County Workhouse facility on RRHSC campus.
- This position may be eligible for flexible work arrangements.
- Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m. with non-traditional work expectations to include after-hours on-call responsibilities.
Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Manager, Corrections.
- Manage and oversee all adult field services and Workhouse facility operations, develop and implement correctional service delivery for community supervision and facility functions that meet the department’s mission and strategic objectives including public safety, client behavior change, restorative practices, risk and recidivism reduction.
- Manage and provide programming needs for incarcerated individuals including safety, security, medical, food and clothing, mental health services, and other mandated program components.
- Provide direct supervision and work direction to six Community Corrections Supervisors and one Workhouse facility Manager.
- Implement and ensure implementation, application, training, and fidelity of evidence-based practices in community supervision, case management, and facility operations.
- Establish and ensure adherence to performance expectations, strategic planning objectives, and policy standards for field services and facility operations.
- Measure and evaluate service delivery outcomes for effectiveness and recommend modifications for improvement when appropriate.
- Represent the department with various justice partners and stakeholders. Participate in collaborative working groups and committees at the local or state level.
- Monitor program services to ensure compliance with financial policy and budgetary guidelines.
- Manage budget for assigned operations.
- Manage contracts for adult field services and Workhouse facility operations.
- Maintain building standards and ensure ongoing maintenance and repair as well as oversee annual capital improvement projects.
- Develop and implement policies that ensure compliance with Minnesota Department of Corrections correctional facility licensing requirements (Admin Rule 2911), Minnesota statutes, federal, state and local regulations, and standards.
- Participate in employee hiring, on-boarding, performance evaluation, professional development, and discipline.
- Participate in development of department’s Comprehensive Plan and annual report.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
- Requires a bachelor’s degree and at least 6 years of job-related experience in community supervision and/or correctional facility settings
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
- Successfully pass driver’s license background check
- Must have valid driver's license and vehicle available for business use
Preferred Knowledge, Skills, and Abilities Needed
- Degree in Criminal Justice, Human Service or related field
- At least 4 years of corrections or criminal justice leadership experience.
- Experience with implementation and application of evidence-based correctional practices and effective interventions for justice-involved individuals.
- Experience leading teams and creating positive and productive work environments
- Strong verbal and written communication skills
- Work and/or leadership experience in a correctional facility
Physical Demands and Work Conditions
- Standard office environment, correctional and detention institutions, field offices, courtrooms, offender'/clients' homes, hospitals and schools, and various community settings depending on assignment
- Work activities may involve contact with and the supervision of juveniles or adults charged with major or minor criminal offenses, and/or individuals who may be hostile, dangerous, threatening, armed, and aggressive and/or under the influence of drugs or alcohol. Consequently, some assignments may encounter stressful and physically threatening situations
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness
- Hearing abilities required for general and phone communication, signals, and machine sounds
- Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills
- Equipment used includes computers, phones, and standard office equipment
- Travel between work sites may require driving a county vehicle and/or a personal vehicle
