Primary Purpose of Job

The primary purpose of this position is to perform traffic enforcement, property & evidence management, and to provide support with or perform duties related to evidence, dispatch, records, universal enrollments and the jail.

Under the direct supervision of the Lieutenant, but the employee works independently on assigned duties and responsibilities.

Essential Duties and Responsibilities

• Enforces parking regulations in the downtown, airport, and harbor parking lot areas
• Processes evidence and prepare it for court proceedings
• Issues parking citations, and written or verbal warnings
• Enforce the abandoned and junked automobile regulations, including impounding and disposing of vehicles as needed
• Respond to citizen inquiries and complaints about parking regulations
• Screen taxicab operators/owners, including inspecting cabs prior to use as a for-hire vehicle
• Performs background checks on immediate owners of tour companies and inspect vehicles used for the purpose of tourism
• Register bicycles and other property as requested
• Supports the law enforcement services provided by the department using the dispatch, records, and other computer systems
• Provide occasional and temporary staff support to the Sitka Jail
• Processes and issues Transportation Worker Identification Credential (“TWIC”), Hazmat Endorsement for CDLs, and TSA Pre-Check
• Performs the full duties of other Police Department positions, such as Dispatch, as assigned
• Perform other duties as assignedKnowledge of:
• State laws, ordinances, and regulations regarding parking, traffic, and vehicle inspections
• State laws, ordinances, and regulations regarding food carts and taxi operations and enforcement
• Dispatch policies and procedures
• Property and evidence receipt and disposition based on various authorities
• Jail policies and procedures such as intact and disposition of prisoners
• TWIC, Hazmat/CDLs, and Pre-Check requirements and processes

Skills In:
• Operating a personal computer and Microsoft software such as Word, Excel, and Outlook and any specialized software for public safety operation
• Performing computer entry duties with speed, efficiency, and accuracy
• Reading, writing, and mathematics, such as would have been obtained at a high school level
• Multi-tasking efficiently and effectively

Ability to:
• Recognize and maintain confidential information
• Work under extremely stressful situations which result from responding to emergency situations, including the responsibility for remaining calm and carrying out all duties with the recognition of the threat to life and property
• Work within a command structure requiring strict adherence to the following of orders
• Dealing with a variety of people calmly and professionally in a customer service situation, including times when the situation may be stressful
• Make decisions, sometimes quickly, as to the best course of action for responding to emergency situations
• Interpret, analyze, and apply laws, ordinance, and regulations
• Communicate well with others, both orally and in writing, using both technical and non-technical language
• Understand and follow oral and written policies, procedures and instructions
• Use logical and creative thought processes to develop solutions according to written specifications and oral instructions
• Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
• Quickly learn and put to use new skills and knowledge

Minimum Qualifications

• High School diploma or a GED; some college credits, preferred; and
• Some work experience in areas such as office management, customer service, or a legal office; and
• Experience or education in communications or public safety operations, preferred; or
• Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities necessary to perform the work.

Other Job Requirements or Expectations

• Possession of, or ability to obtain within 90 days of hire, a valid driver’s license issued by the State of Alaska
• Possession of, or ability to obtain within 90 days of hire, Criminal Justice Information System (CJIS) and Alaska Public Safety Information Network (APSIN) access and security clearance and maintain such access while employed with the department
• Possession of, or ability to obtain within 12 months of initial hire, the corrections certification from the Alaska Department of Corrections Municipal Correctional Officer Academy and maintain such while employed with the department
• Must wear uniform within specified standards
• May be required to pass a background check and drug screen
• Normally works an 8-hour shift, but may work 12-hours shifts including scheduled and unscheduled overtime, sometimes on weekends and holidaysWorking Conditions:
• Works indoors about 75% of the time at the Police Station
• Works outdoors, often in inclement weather with related hazards and at times personal danger, about 25% of the time

Specific Physical Requirements:
• Frequently stands, sits, and walks
• Frequently bends, stoops, reaches, and grasps
• Frequently balances, crouches, climbs, and crawl
• Frequently operates office equipment requiring repetitive hand and arm movement and coordination using a computer and keyboard
• Frequently lifts, pushes, or pulls up to 20 pounds
• Occasionally lifts, pushes, or pulls up to 50 pounds, with or without the assistance of proper equipment or the help from another

General Physical Requirements:
• Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively in emergency situations
• Sufficient vision or other powers of observation which permits the employee to operate and monitor a computerized communications system, monitor traffic situations, and to be aware of the safety of others
• Sufficient manual dexterity which permits the employee to operate a keyboard, several phone lines, and other communications equipment and all parking and traffic related equipment
• Sufficient personal mobility and physical reflexes which permits the employee walk parking lots and streets dealing with parking and traffic
